The return of Golden Candidate

The famous cardio surgeon Kaldarbek Abdramanov, whose many years’ experience in the field of health care has allowed us to highlight the some acute problems of Kyrgyz medicine. When a reformer and a talented organizer appears in the dull and gray professional life of those, who answered for extremely outdated healthcare and trying to do the best, it is, of course, infuriated staunched and staffed circles, often producing lot of problems for him.
 Such reformers have sometimes doomed for a difficult struggle, or even for being  underestimated, underpaid, suppressed and even exiled by rigid and outdated environment.
 They cannot realized professionally wholly but what their tried to do and reached for in a very obstructive situation poured light on their true potencies due to that we can judge about their level, purposes and scale of our lost.
 As well known to all in medical circles, Professor Kaldarbek Abdramanov was "banished" seven years ago from the Institute of Scientific Research, founded by himself. This shameful history was the result of a unique confluence of a number of negative factors in the domestic medicine and politics of the country, which challenged Kaldarbek Abdramanov immediately after the change of power in April 2011.

This is both tribalism and clanism, which intensified sharply after the change of power in the country in domestic medicine, when many secondary "medical specialists", fueled by unscrupulous politicians, sought to blacken Abdramanov, any ways, to take his place and certain mass media of the country, like "Evening Bishkek"(Vecherni Bishkek), which, according to incomprehensible logic, began to support such slanderers by arranging real information terror against Abdramanov and the strange and weak position of the then leadership of the Ministry of Health, incapable protect him from attacks and rampant medical mob rule.
This story will remain one of the shameful pages in our domestic medicine due to a very simple fact – no one should obstruct the work of a master who knows the art of saving deadly sick people.
Participation in elections

After such a withdrawal from the Institute, Kaldarbek Abdramanov was appointed  as director of the South regional states center of cardio surgery and transplantation, which, as could be easily foreseen, has been experiencing rapid growth since he come there.
At the parliamentary elections Abdramanov decided to participated, leading by the same considerations and his life-long strategy - to promote the reform of national medicine. Although this intention is already full of bitterness and become almost negative sense, but into medicine branches do reform or not means to save people or not.
Reforms in this industry are needed so that every patient entering the clinic can receive qualifying medical care, so that he can be examined by specialists, not charlatans - and lancets have been used by true doctors, not murderers.
Everyone who feels sick one day will experience how important reforms are in this industry.
Residents of the Bazar-Korgon district and many Facebook readers know how the propaganda campaign of Kaldarbek Abdramanov was held. He won more votes among all candidates from the Ata-Meken party in the republic - 4,086 people voted for him only in the allotted area, not counting votes from other regions of Kyrgyzstan. After all, Abdramanov spent over 16,000 heart operations, including more than 6,000 complex operations for his labor career, and all these rescued patients no doubt voted for him.
Nevertheless, he did not become a deputy; he did not become one of the 11 members of Ata-Meken who were in the Jogorku Kenesh. Why?
The fact is that out of these 11 lucky people, 9 candidates passed automatically, they belonged to the so-called passing, "golden" candidates because of their authority and influence. These are people like Otorbaev, Salyanova, Nikitenko, Saparbayev, Omurbek Tekebayev himself, as the party chairman and some others.
Only two candidates joined the JK on the results of the votes, the rest passed automatically or, let's call things by their proper names, they bought seats in the JK.
Abdramanov did not have the opportunity to buy a seat in the JK, this person was not included in the list of outstanding personalities, although he approached this category more than any other "golden candidates". After all, we are dealing with a reformer in medicine in Kyrgyzstan, while the rest - even such authoritative personalities as Otorbaev or Salyanova - have become famous due to their high positions. And none of them scored even 3,000 votes in the allotted area, so that clear also who is who.

However, why did Abdramanov not become a deputy of the parliament? The truth is trivial - the candidate for Ata-Meken deputies Saidulla Nyshanov "took away" the championship from Kaldarbek Abdramanov, stolen votes from other sites - the Aral and Besh-Badam sections of the Bazar-Korgon district, which was given to other candidate, bribing the regional and district coordinators of party, forging documents. It turns out that such tricks are also possible during the elections, when inside the party the votes cast for one candidate become the property of a completely different candidate.
 Readers of the FB, who look at Abdramanov's page, are well aware of the details of this fraud. Omurbek Tekebaev was well informed about all this, however, he could not help Abdramanov, because the founder of Ata-Meken expected to receive at least twice as many votes - and then the proportion of "gold" and "ordinary" candidates would be more balanced. I must say that the elections on party lists - how they were held in Kyrgyzstan - contrary to all expectations, not only did not reduce corruption and fraud, but in contrary contributed to discrediting the very idea of parliamentarism. And how can you not discredit the election, if, as in the case of Ata-Meken, those candidates who actually failed the elections got into the deputies, and those who scored the maximum votes working on the list were among losers. If Kaldarbek Abdramanov did not participate in these elections, Ata-Meken may not have been in the JK - as it was his 4086 votes plus 10-15 thousand supporters across the country that turned out to be key so that the party could overcome the barrier of 7 percentage.

This man provided about 10 percent of all points earned Ata-Meken - and he was then overboard. Today the picture repeats itself again, but without the leader of the party. Violating everything within party agreements "the word jigit", those who did not even get 2,000 votes in their seats are allowed to vacate seats in the parliament!
 This is another paradox of our current political reality. Unfortunately, the Ata-Meken party and its leaders did not understand what image losses they themselves suffered, as a result of such mistakes and disregard for a worthy candidate. You can buy a seat in the parliament, put yourself on the list of passing candidates and even the votes of voters, but authority and respect do not belong to such categories which can be easily bought or sold.
In addition, as life itself showed, Ata-Meken leader Omurbek Tekebaev and other leading persons received a cruel lesson, culminating in a whole series of difficult tests, largely explained by the fact that the strongest representatives of this party were overboard. It is noteworthy that the deputy Saidulla Nyshanov, who stole Abdramanov's votes, played a fatal role in weakening the party and its leader.

The medical community very much expected that with the arrival of the new president, justice for Abdramanov will be restored and he will return to the post of director of the Scientific and Research Institute of Scientific Research in order to continue and bring reforms initiated in the country's cardiac surgery to the logical end. Prior to this, the fact that Abdramanov is a member of the Ata-Meken party since the 90s and participated in the election in the Jogorku Kenesh did not contribute to his career. Although, we repeat that due to corruption and lawlessness, he never became a deputy, making the biggest contribution to the authority of the party and to overcoming the barrier.
But today the situation has changed radically, after the first ever peaceful transition of power in the country to independent Kyrgyzstan.
Abdramanov for all these years has remained a staunch supporter of systemic reforms in medicine and a defender of socialist ideas, and this only contributes to the growth of the authority of the chief cardiac surgeon in Kyrgyzstan. By the way, his merits to  medicine have already been noted by Sooronbae Jeenbekov, who awarded him the honorary diploma of the Kyrgyz government when he was in office as prime minister.
Let's hope that his return to the capital from a protracted disgrace as one of the leaders of the Ministry of Health will bring more benefits. Although he may prove indispensable as an adviser to the president or prime-minister, taking into account not only his merits, weight and authority in medicine, but also that he never betrayed medicine, his party, or the idea of a fair development of the country, although the authorities of medicine and the party have treated him unfairly, leaving behind one of the most critical moments for medicine and the country. After all, everyone knows that only the professionals of their business can ensure successful development of the country.
