And such a country is necessary, because the population that has the right to it exists and is scattered among billions of lawless people all over the world, being subjected to infringement of their rights, because in countries where capitalist, religious, class and man-worshiping lawlessness is the law - the righteous is always deprived, de-classified and trampled upon. In countries of lawlessness, the righteous are in exile and oppression, and there is no place for them under the sun’ - from the publication “Zionism of Holy Israel and the Holy Aliyah”.
Goy Kadosh - True Hebrews ( Ivrim) - Zionists of Holy Israel (temporary provisional name) - Third Race (Homo Cosmicus - cosmic man) - Holy People - remembering the True Torah of Yehowah commanded in Horeiv, recognising the True Torah, studying the True Torah, fulfilling the True Torah, spreading the True Torah and planting the True Torah - a people who act, and by their actions, according to the commandments of the True Torah, prove their love and honour for the Grantor of the Torah.

Belonging to Goy Kadosh is not a national trait, but an evolutionary factor. A factor of the evolutionary stage of consciousness and souls, not bodies. It cannot be obtained by force, cunning, deceit and cannot be bought. Goy Kadosh observes True Torah - true commandments (and does it not by command, and not for material motivation, or for the sake of ‘interests’, but accepting them as natural on the level of his nature), which are a priori opposite to the very essence of lawlessness and lawless people, who are not even able to recognise them, not only to perform them... But it is on the performance of True Torah that the Holy Kingdom (the State of Goy Kadosh) will be built.

   Chapter 1: Values and Constitutional Foundations of the Goy Kadosh


   Article 1: The Goy Kadosh recognises Tzedek (Fairness and Rightness in all things) as the foundation of the True Torah. Nothing that is not Tzedek (Fair and Right) is recognised by the Goy Kadosh as having anything to do with True Torah. Also, Tzedek in the meaning of ‘Rightness’ a priori implies Truthfulness, since the absence of Truth cannot a priori be Right.


   Article 2: The True Torah for the Goy Kadosh is defined in its expanded form as Justice, Mercy, and Tzedek (Fairness and Rightness/Truth in all things), as only these are desired by Yehowah (Tanakh, Nevi'im, Yirmeyah, Chapter 9, verse 23).


   Article 3. In the study of specific commandments, up to the point of reconciling the Torah with Elohim due to direct contact (recognising, on the basis of evidence from Nevi'im, as well as linguistic and computer analysis, that Moshe's Pentateuch contains priestly additions), The Goy Kadosh verifies the commandments through the prism of Nevi'im and relies on the principle of the mutual offsetting of recitations, as well as on the system of deriving the commandments by seven methods, which are described in the tractate ‘The Book Of The Hebrew’ and in the supplementary materials to this tractate. This constitution is a general guideline within the framework of the Torah, but it is not the entire detailed Torah for the Goy Kadosh and does not cancel the obligation of Lawkeepers and citizens to know in detail the Torah according to the principle of Mutual Offsetting of Sayings, as well as to act and judge according to the Torah and in the spirit of the Ways of Yehowah in all cases not stipulated by this constitution. Every Lawkeeper should always have with him, at least in electronic form, the complete text of the Tanakh in an accurate translation in a language he understands, the text of this Constitution, as well as the text of the tractate ‘The Book Of The Hebrew’ and additional materials to it (to assist in conducting the Mutual Offsetting of Sayings according to the Tanakh).



   Article 4: The Goy Kadosh recognises capitalism and its foundations: profiteering (commercial surcharge, gains from speculation, profiting from one's neighbour, taken surplus value of the exploited worker's labour, undeserved income, plunder through capitalist schemes, other unearned income, capitalist profits, etc.), bribe (lobby, merger of capital with power, capitalist power, power of the rich, subornation, bribes, gifts to influence decisions, etc.), and usury (commercial lending, buying and selling on credit, leasing, mortgages; commercial banks, stock exchanges, central bank base rates, cryptocurrencies, etc.) – as crimes against humanity. Since the founding of the State - in the Holy Kingdom of Goy Kadosh, the punishment for these mortal sins will be the death penalty.


   Article 5: Goy Kadosh recognises the creation of cults (religion) and the bringing of children into them as a crime against humanity. Since the founding of the state - in the Sacred Kingdom of Goy Kadosh - the punishment for these mortal sins will be death penalty.


   Article 6: Goy Kadosh is guided by the commandment prohibiting gossip among its people, and therefore does not accept the spread of ‘beliefs’ as a form of fraud. Goy Kadosh is a people not ‘believing’, but ‘fulfilling’ (commandments), and does not look for excuses for non-fulfilment of commandments under the guise of beliefs, prayers, rites, rituals, traditions, sacrifices, offerings, donations, etc. (manifestations of religious vain, futility, nonsense, hollowness, contrived and other haldeaning are alien to the Goy Kadosh).



   Article 7. The Goy Kadosh is guided by the Tanakh as an ethical manual and a set of testimonies (the prophets are defined by the Goy Kadosh as witnesses who had personal contact with Yehowah as a real person), and does not accept extra-Tanakh religious manuscript dogmatic creeds, due to the principle explained to Amos - Tanakh, Nevi'im, Trei Asar, Amos, chapter 3: ‘7 For Yehowah Elohim does nothing without revealing His secrets to His servants, the prophets,’ from which it follows that the Nevi'im already contains the revealed secrets of Yehowah Elohim, and that the last and only prophet expected according to the Nevi'im is Eliyahu (Eliyah, whose coming has not yet been recorded), which defines any other claims of ‘prophecy’ as false testimony, gossip, fraud and false prophecy, regardless of what the adherents of the cults say.


   Article 8: Goy Kadosh recognises adultery, sodomy and bestiality as mortal sins. Since the founding of the state - in the Holy Kingdom of Goy Kadosh, the punishment for these mortal sins will be death penalty.




   Chapter 2: Social structure


   Article 9: The State of Goy Kadosh is a Hebrew (righteous - living according to the commandments) state of labourers. The Goy Kadosh is a nation of labourers. No one who does not labour can fulfil in the right way the commandment of Shabbat, which prescribes six days to labour and do all one's work, and on the seventh day to rest. The Goy Kadosh does not recognise tuneyadness (slacking/parasitism), and especially religious tuneyadness under the guise of ‘serving God’. Goy Kadosh defines labour as creative and socially useful activity (including intellectual). The Goy Kadosh is likened to Yehowah, and since Yehowah is the Creator, the Goy Kadosh is the people-creator, and there is no place for the parasitic, tuneyading and useless among them.

   Article 10. The political basis of the State of Goy Kadosh is formed by the ranks of the Lawkeepers - ten chiefs, fifty chiefs, one hundred chiefs and one thousand chiefs, whose power will overthrow the right of capital and delegitimise capitalism as such, recognising it as a crime against humanity. According to the Torah, Lawkeepers are elected only from people who are capable (intellectually developed, good specialists, know the Tanakh), fearful of Elohim (living according to the Law and fearing Elohim's punishment for apostasy from the Law), truthful (bearing the truth and speaking directly - no euphemisms, no ‘smoothing of corners’ and politicking), hating lucre (despising profiteering, bribe, usury, the golden calf, capitalism as such and the right of capital, as well as the capitalists themselves, the profiteers and all their minions).

   Shemot, chapter 18: ‘17 And Moshe's father-in-law said to him, ’It is not good what you are doing.
18 Thou shalt utterly exhaust thyself, and this people who are with thee; for this work is too heavy for thee: thou canst not do it alone.
19 Now thou shalt obey my voice, I will counsel thee, and Elohim shall be with thee: be thou for the people (mediator) before Elohim, and thou shalt represent the works of Elohim,
20 And thou shalt explain to them the statutes and precepts, and show them the way in which they shall walk, and the works which they shall do.
21 But thou shalt choose out of all the people men of ability (capable), men who fear Elohim, men of truth, men who hate self-interest (lucre); and thou shalt set them over them as chiefs of thousands, chiefs of hundreds, chiefs of fifties, and chiefs of tens.
22 And let them judge the people at all times; and it shall come to pass that they shall bring every matter of importance to thee, and every small matter they shall judge for themselves; and it shall be easier for thee, and they shall bear with thee (the burden).
23 If you do this, and Elohim commands you, you will be able to stand, and all this people will go to their place in peace.

   Article 11. All power in the State of Goy Kadosh is vested in the labourers, represented by Lawkeepers elected from among the labourers of all tribes at all levels, including the supreme Lawkeeper, the Mashiach. From the moment of popular election, Mashiach's power in the State of Goy Kadosh is unlimited and he can implement, cancel and modify any legislative acts and decisions (including decisions on redistribution of assets and belonging to tribes, as well as decisions on appointment to any positions), including articles of this Constitution. According to the Torah, the Mashiach himself is to elect all Lawkeepers of all levels over the Nation, however, under modern conditions this is very difficult, so the Mashiach has the right to appoint and reappoint Lawkeepers at any level, but delegates part of this right to the Nation itself - the Goy Kadosh - on the basis that, according to the Nevi'im, the weakest of the Goy Kadosh (at the decisive moment) will be like David, and therefore in rights. Accordingly, each eleven men elect from among themselves a Lawkeeper to represent them, whom they know personally and for whom they vouch, the five Lawkeepers of the ten chiefs elect over them fifty chiefs and one hundred chiefs, the whole nation elects and vests unlimited authority in the Mashiach, and he personally appoints chiefs of thousands over the one hundred chiefs, who verify the Rightness of the selection of the one hundred chiefs, fifty chiefs and (if necessary) ten chiefs (their conformity to the principles of the Holy Hebrew Authority), the Mashiach has the authority given by the Nation to change any Lawkeeper at any level at any time, either personally or by temporarily delegating this function to the chiefs of thousands (a function that can be revoked by the Mashiach at any time).


   Article 12: The economic basis of the State of Goy Kadosh is the people's system of hold (economy) and people's (public) property on tools and means of production, which will be established as a result of the elimination of the capitalist system of hold (economy) (as it was built illegally on taking away the result of labour, as well as other property of one's neighbours through exploitation, mortal sins: profiteering, bribe and usury, as well as other economic, political and ideological fraud and theft. According to True Torah - property alienated illegally should be returned to the true owner), abolition of private ownership of tools and means of production, as well as the prohibition of exploitation of man by man (within the framework of the implementation of the tenth commandment of the Decalogue - the prohibition to desire and to harass to get hold of anything that one's neighbour has, respectively, including the prohibition of capitalist taking of the result of his labour). People's system of hold economy has branch division by tribes (clans), according to the testament of forefather Yaakov in the Torah.    Nevi'im, Yechezkeil, chapter 18: ‘21 And the wicked, if he turns away from all his sins that he has committed, and keeps all My commandments and acts according to law and fairness - he shall live, he shall not die.
22 All his offences that he has committed shall not be remembered to him, by his fairness which he has done, he shall live.
23 Do I want the death of the wicked,-the word of Yehowah Elohim! - and not that he turn from his ways and live?"


   Article 13. The people's (public) property in the State of Goy Kadosh has a comprehensive and indivisible form of peoplewide patrimony, regardless of on the balance sheet of which enterprise, kibbutz, or other labourer association the particular properties are found. However, the use of people's (public) property is strictly delineated according to the labour activities of the tribes under the leadership of the Lawkeepers in fulfilment of Yaakov's will. This decision of the Goy Kadosh is based on the prophecies of the Nevi'im, as the only one capable of leading to their actual realisation, which presupposes the unification of the labourers, and the absence of class divisions which automatically appear, as well as the merger of capital with the political power (bribe), in the very presence of the right to non-labour income and the right to any property obtained by non-labour income and/or presupposing its appearance. The metaphor ‘the ploughman shall come together with the reaper, and the crusher of grapes with the sower’ is seen by Goy Kadosh as a priori creating an economy of People's hold, and the metaphor ‘6 And the wolf shall dwell (beside) the lamb, and the leopard shall lie down with the goat; and the taurus, and the young lion, and the ox (shall) be together; and the little boy (shall) lead them.
7 And the cow and the bear shall graze; their cubs shall lie down together; and the lion shall eat straw like the ox.
8 And the breasted child shall play over the hole of the cobra, and the weaned child shall stretch out his hand to the den of the viper.
9 They shall do no evil ...’ Goy Kadosh a priori considers as a complete and final prohibition of any class inequality, including the form of class inequality arising from the very existence of the right to own and exploit the property of the capitalist hold (economy), also separately emphasising that Goy Kadosh a priori considers capitalism itself as the evil and synthesis of mortal sins, and, accordingly, the metaphor ‘they shall do no evil’ a priori implies for Goy Kadosh the prohibition of capitalist evil in any manifestations. Also, taking into account again what was said to Yechezkeil, ‘8 ... and the weak among them on that day (shall become) like David...’, the Goy Kadosh a priori recognises for itself the very responsibility of David, i.e.. the level of responsibility of Mashiach, and for the Mashiach, according to the Torah, it is a priori forbidden to increase his own treasury (literally - to get rich), to have a large number of horses (nowadays - a car fleet), as well as a large number of wives. The True Mashiach is distinguished by modesty, and therefore moderation in living and consumer ambitions is an a priori hallmark of the Goy Kadosh. This is an evolutionary factor. It cannot be faked. One who is not like this is not of the Goy Kadosh and a priori cannot become part of it, as it is incompatible with what is stated in the Nevi'im.

   Nevi'im, Yechezkeil, chapter 7: ‘19 They will throw their silver into the streets, and their gold will become uncleanness to them. Their silver and their gold will not be able to save them on the day of Yehowah's fury. Their souls will not be filled (with it) and their entrails (with it) will not be filled, for the occasion of their sin was it.’

   Nevi'im, Trei Asar, Amos, chapter 9: ‘13 “Behold, the days are coming,” said Yehowah, ’when the ploughman will get together with the reaper, and the crusher of grapes with the sower; and the mountains will run out juice, and all the hills will melt.
14 And I will bring back the exiles of my people Yisra'el, and they shall rebuild the desolate cities, and dwell in them, and plant vineyards, and drink their wine, and plant gardens, and eat their fruit.
15 And I will plant them in their land, and they shall no longer be plucked out of their land which I have given them,' said Yehowah, your Elohim.’

   Nevi'im, Yeshaya, Chapter 11: ‘6 And the wolf shall dwell (beside) the lamb, and the leopard shall lie down with the goat; and the calf, and the young lion, and the ox (shall) be together; and the little boy (shall) drive them.

   Article 14. The process of industrial evolution implies the emergence at a certain stage of such complex technological processes, as well as large-scale enterprises and organisations, material and intellectual funds interconnected within the branches of economy, which cannot be owned a priori legally, according to True Torah, by a labourer who does not take away the result of his neighbour's labour, who does not live on profiteering, bribe and usury, and who is not motivated by silver (money) and gold fever. However, the very evolution of industrial, social, cultural and scientific spheres requires the existence and utilisation of such funds and assets for the progress. Accordingly, the land, its subsoil, waters, forests, plants, factories, mines (pits), quarries, railway, water, submarine, air, underground and space transport, banks, means of communication (except personal), agricultural enterprises, scientific enterprises, educational and medical facilities and institutions, infrastructural facilities and organisations, public administration bodies, as well as public utilities and the main housing stock in cities and industrial centres are the people's (public) property, i.e. peoplewide patrimony.


   Article 15. Every man (and therefore his family), except for those properties received from the housing fund for personal use in urban and industrial areas (within the framework of the labour distribution by tribe), shall have for his personal use a small homestead plot of land and personal ownership of a subsidiary farm on the homestead plot, a dwelling house, small agricultural implements, as well as personal (non-industrial) repair tools, furniture, interior elements and other personal belongings. Upon a man's death, these assets must be transferred to the personal use of his firstborn male child, unless he is legally restricted in his rights by law, or unless he relinquishes them in favour of a younger brother, or unless he relinquishes them completely, for example, in the course of a change of residence and employment to a new one involving obtaining of other such assets. Goy Kadosh rejects the paradigm of living for the sake of obtaining material assets, and therefore, at the national level, makes every effort to distribute existing housing assets, build new ones, and demolish, renovate and repair old ones, so that no man's life is turned into a curse of acquiring, maintaining and servicing them, through which capitalism has been enslaving people for eons.



   Article 16. All agricultural enterprises shall be given the status of kibbutzim and placed under the control of the tribe of Asheir. The land occupied by the kibbutzim shall be assigned to them by the decision of the Lawkeepers – chiefs of thousands from the Tribe of Yehuda who supervise them.


   Article 17. All factories, mills and other industrial enterprises not of a high-tech profile shall be placed under the control of the tribe of Issachar. The land occupied and used by them shall be assigned to them by the decision of the Lawkeepers – chiefs of thousands from the tribe of Yehudah who supervise them.


   Article 18. All sea, river, lake and other water enterprises connected with fishing, shipbuilding, navigation, harbouring, extraction of resources in and under the water, as well as with rescue and amusement on the water, shall come under the control of the tribe of Zevulun. The land and water territories occupied and used by them shall be assigned to them by the decision of the Lawkeepers – chiefs of thousands from the tribe of Yehudah who supervise them.


   Article 19. All engineering bureaus, research institutes, the educational system, and other facilities related to science and education, including high-tech industries, shall come under the control of the Tribe of Yosef. The land occupied and used by them shall be assigned to them by the decision of the Lawkeepers – chiefs of thousands from the Tribe of Yehuda who supervise them.


   Article 20. All land-based raw material extraction, as well as field/forest/mountain-occupation sites and destinations, which include the extraction of wildlife gifts, shall fall under the control of the tribe of Benyamin. The land occupied and used by them shall be assigned to them by the decision of the Lawkeepers – chiefs of thousands from the tribe of Yehudah who supervise them.


   Article 21. All army force structures, with the exception of those related to the internal and ideological security, will come under the control of the tribe of Gad. The Tribe of Gad will perform its historical mission only until the moment of the abolition of all armies of the world due to the transition under the unified world governance according to the unified system and Torah - at this prophetic historical moment the Tribe of Gad will lead the spread among other tribes (all free hands of labourers of all tribes, at the appearance of excessive surplus of output in their activities, are redirected to environmentalism, education, potential development and creativity) function of environmentalism and will become the ‘green’ tribe - the ennobler of nature (this will complete the prophecy of forging weapons into garden shears). All the public as well as the freight industrial modes of transport (with the exception of the service vehicles in each enterprise, water and underwater, which are managed by the tribe of Issachar) come under the control of the tribe of Gad. The land occupied and used by them shall be assigned to them by the decision of the Lawkeepers – chiefs of thousands from the tribe of Yehudah who supervise them.


   Article 22. All external special services of the Goy Kadosh, with the exception of structures related to the internal and ideological security, shall come under the control of the tribe of Dan. The Ministry of Foreign Affairs and all foreign trade of the State of Goy Kadosh shall also come under the control of the tribe of Dan. The land occupied and used by them shall be assigned to them by the decision of the Lawkeepers – chiefs of thousands from the tribe of Yehuda who supervise them.


   Article 23. All internal special services, internal law enforcement institutions, as well as the internal and ideological security structures (working within the organigram of any tribes and conducting any investigative activities) shall come under the control of the rehabilitated tribe of Leyvi according to its innate qualities and proven historical loyalty. Also, the tribe of Leyvi is designated as the one responsible for the temple routine and ensuring protocol in diplomacy with Elohim.    Article 24. All penitentiary and labour correctional institutions shall be placed under the control of the rehabilitated tribe of Reuven - for the sin of the forefathers of this tribe, may they be redeemed - may their brothers and sisters forgive their errant convicts enough to help them to change, to become better, to come to the Torah and, after correction, to rejoin society fully.    Article 25. The profession of ‘executioner’ and its associated infrastructure shall be placed under the control of the not numerous rehabilitated tribe of Shimon. Let Shimon never again be a murderer among the people, but since he has a special genetic predisposition, let him evict only the unfit neshamot from their bodies. The land occupied and used by them shall be assigned to them by the decision of the Lawkeepers – the chiefs of thousands from the tribe of Yehuda who supervise them.


   Article 26. All organisations and assets connected with culture and the arts (fine arts, acting and others), with the exception of music, shall come under the control of the tribe of Naftali.    Article 27. Each tribe shall form over itself from its own Lawkeepers – chiefs of thousands a specialised ministry, which shall be headed by a Lawkeeper elected by the council of the chiefs of thousands of the tribe exclusively from among the chiefs of tens from the tribe - the most executive and competent in his work and his specialisations from the whole tribe. The principles of the structure of the organogram and the electoral system in Goy Kadosh do not envisage the very possibility of a pyramidal society, where those who are higher, a priori mean and have more than those who are lower.


   Article 28. All bodies of the local municipal administrations, as well as the office of the Prime Minister and the Minister of Economy, and the function of controlling and linking the activities of the entire ministerial apparatus and all ministries (including the function of state planning) shall be placed under the control of the Tribe of Yehuda. The tribe of Yehuda shall also take control of the musical branch of culture and the arts. The tribe of Yehudah must be formed from the strongest divergents from among the people, must be constantly improving - educating themselves, as well as practising in all spheres and professions from all other tribes - this is what those from the tribe of Yehudah who are not employed in decision-making positions must do. The selection of personnel from the most competent sons of the tribe of Yehudah, as well as the rotation of personnel in decision-making positions, is the direct responsibility of the chiefs of thousands from the tribe of Yehudah. The Minister of Economy, as well as the Prime Minister of the entire Goy Kadosh, are elected by the chiefs of thousands of the Tribe of Yehudah from among the chiefs of tens of the Tribe of Yehudah (this methodology will completely eliminate prejudices about the need for hierarchisation of power, and will encourage the constant improvement of the level of professional competence of the Lawkeepers chiefs of thousands). The land occupied and used by the Tribe of Yehuda is fixed according to the Tanakh.


   Article 29. Instead of creating a whole staff of tax authorities to control and collect taxes, and instead of creating senseless competition to the people's hold (economy) from the individual labour holdings and individual craftsmanship of any type, in the State of Goy Kadosh, by order of the Lawkeepers Chiefs of Thousands and the Mashiach, the most outstanding masters of their craft, creative people and scientists will be taken on full state support, ônd for their separate level of activity all conditions will be created, and for the creation of masterpieces and breakthrough discoveries any citizen of Goy Kadosh, even if he has not been recognised as an outstanding master of his craft, creative person or scientist until then, will receive significant rewards that cannot be purchased (which will create the very incentive to progress in development, since, if everything can be bought and everything can be owned by any harlot, or any lackey, swindler, or thief, then true progress stops and the world slides into bestial Satanism, as the Goy Kadosh generation has actually witnessed), as well as promotion and public recognition (the glorification of labour, scientific and cultural/creative achievements will become a widespread practice, for Yehowah is both creator and gibor (hero) in one person - and this is His way, and therefore the way of those who resemble Him).


   Article 30. The right of personal property of citizens to their labour income and savings, to a country plot, a residential house and auxiliary household, to objects of household and everyday life usage, to objects of personal consumption and convenience, as well as the right of inheritance of personal property of citizens, shall be protected by law. First of all, in the framework of the fulfilment of the 10th commandment of the Decalogue, they shall be protected against any capitalist encroachments and against attempts to rehabilitate capitalism.


   Article 31. The holding (economic) life in the State of Goy Kadosh is determined and guided by the State national peoplehold plan, developed by the Ministry of Economy under the responsibility of the tribe of Yehuda, in the interests of increasing public wealth, steadily raising the material and cultural level of the labourers, strengthening the independence of the people of Goy Kadosh and strengthening its defence capabilities (only until the global abandonment of armies).


   Article 32. Internal trade in goods and services shall be organised by each tribe producing goods and services according to its profile.


   Article 33. Labour in the State of Goy Kadosh is an obligation and a matter of honour for every citizen capable of labour, not only because of the principle: ‘He who does not labour, does not eat’, but also because without the labour it is a priori impossible to fulfil one of the fundamental commandments of the Torah - the Shabbat. In the State of Goy Kadosh the principle of socialism is implemented: ‘From each according to his ability, to each according to his labour’. Noble among the Goy Kadosh is the one who resembles Yehowah as much as possible not only in righteousness, but also in the creative (labour) activity.




   Chapter 3: State Structure


   Article 34. The State of Goy Kadosh is formed on the basis of a voluntary association of equal Hebrew (righteous) labourers.


   Article 35. Under the jurisdiction of the State of Goy Kadosh, represented by its supreme organs of state power and state administration, accepting the True Torah as the basis for all actions, the following shall be the subject of jurisdiction:
a) representation of the State of Goy Kadosh in international relations, conclusion, ratification and denunciation of treaties of the State of Goy Kadosh with other states, establishment of general order in relations with foreign states;
b) matters of war and peace (until the moment of global disarmament and abandonment of armies);
c) the admission of new territories to the State of Goy Kadosh;
d) control over the observance of the Constitution of the State of Goy Kadosh;
e) approving boundary changes between the territories of the tribes of the People;
f) organisation of the defence of the State of Goy Kadosh, management of all Armed Forces and power structures of the State of Goy Kadosh (until the moment of global disarmament and abandonment of armies);
g) foreign trade on the basis of state monopoly;
h) protection of state security;
i) establishing the peoplehold plans of the State of Goy Kadosh;
j) approving the unified budget of the State of Goy Kadosh and the report on its implementation, establishing the flow of funds coming for the formation of local and other budgets;
k) management of banks, industrial and agricultural institutions and enterprises, as well as commercial enterprises; general management of industry and construction;
l) management of transport and communications of public and special purpose;
m) management of the money and non-interest-bearing loan system;
n) organisation of the state insurance;
o) establishing the basic principles of ecology, environmentalism and land use, as well as the use of subsoil, forests and waters;
p) establishing the basic principles in the fields of education and health care;
r) Organising a unified system of the peoplehold accounting;
s) establishing the basic principles of the labour legislation;
t) establishing the foundations of legislation on the judiciary and judicial procedure, the foundations of civil and criminal legislation; the legislation on citizenship of the State of Goy Kadosh; the legislation on the rights of foreigners;
u) establishing the foundations of the legislation on marriage and the family;
v) issuing of the state acts of amnesty.


   Article 36. Each tribe of the Nation shall have its own internal tribal statute, composed by the council of Lawkeepers chiefs of thousands of the tribe and accepted by the whole tribe, taking into account the peculiarities of the tribe, but in full conformity with the Constitution of the State of Goy Kadosh and the True Torah.


   Article 37. The laws of the State of Goy Kadosh shall have equal force in the lands of all the tribes of the Nation.


   Article 38: The representative of each tribe of the Goy Kadosh shall be a citizen of the State of Goy Kadosh.




   Chapter 4. The supreme authorities of the State of Goy Kadosh.


   Article 39. The highest collegial authority of the State of Goy Kadosh up to the level of the Mashiach, whose authority is superior and unlimited, is the Supreme Council of the State of Goy Kadosh, composed of the heads of all existing ministries under the leadership of the Prime Minister, or directly of the Mashiach, if the situation so requires, or if it is the will of the Mashiach.


   Article 40. In addition to the law-making function of the Mashiach, the legislative power of the State of the Goy Kadosh (with the exception of the development of the internal statutes of the tribes) shall be exercised exclusively by the Supreme Council of the State with the approval of the Mashiach - no state law may come into effect unless it has been approved by the Mashiach.


   Article 41. The Prime Minister shall preside over the meetings of the Supreme Council of the State of Goy Kadosh and manage their internal schedule.


   Article 42.  The Supreme Council of the State of Goy Kadosh, by the decree of the Mashiach, may meet in an expanded format at any time and/or at any frequency, representing a general council of all the leaders and ministers of the Nation. In the absence of a decree of the Mashiach to gather in an expanded format of the Supreme Council of the State of Goy Kadosh - the gathering in this format shall take place twice in seven years - at the beginning of the first year of the shmita and at the end of the sixth year of the shmita;


   Article 43. The Supreme Council of the State of Goy Kadosh, regardless of the narrow or extended format of the assembly:
a) issues decrees (decrees that are not laws, do not require the signature of the Mashiach);
b) interprets the existing laws of the State of Goy Kadosh;
c) conducts the peoplewide poll (referendum) if the issue requires popular support;
(d) establishes orders and medals of the State of Goy Kadosh and establishes honorary titles of the State of Goy Kadosh;
e) awards orders and medals of the State of Goy Kadosh and confers honorary titles of the State of Goy Kadosh;
(f) exercises the right of pardon;
(g) establishes military ranks, diplomatic ranks and other special ranks;
(h) declares the state of war in the event of a military attack on the State of Goy Kadosh;
(i) declares general and partial mobilisation;
j) ratifies and denounces international treaties (upon the signature of the Mashiach);
k) appoints and recalls plenipotentiary representatives of the State of Goy Kadosh in foreign countries from among the tribe of Dan;
l) declares martial law in certain localities or throughout the entire territory of the State of Goy Kadosh in the interests of the defence of the State of Goy Kadosh or to ensure public order and national security ( upon the signature of the Mashiach).


   Article 44. The Supreme Council of the State of Goy Kadosh shall appoint, whenever it deems necessary, commissions of investigation and revision on any matter. All institutions and officials from all tribes are obligated to fulfil the requirements of these commissions and to submit to them the necessary materials and documents.


   Article 45.  Members of the extended format of the Supreme Council of the State of Goy Kadosh (i.e., chiefs of thousands of the People), may not be prosecuted or arrested without the consent of the narrow format of the Supreme Council of the State of Goy Kadosh (upon the signature of the Mashiach).


   Article 46. The members of the narrow format of the Supreme Council of the State of Goy Kadosh (i.e. the ministers of the State of Goy Kadosh), may not be prosecuted or arrested without the consent of the extended format of the Supreme Council of the State of Goy Kadosh (upon the signature of the Mashiach).
