An ongoing problem within the higher medical education accreditation is the existence of diploma mills and accreditation mills. These organizations exist to grant apparent degrees without course work to give a willing buyer a degree for money. Sometimes both the buyer and seller know this or a potential student is not aware of the fraud. In some cases a diploma mills and/or its "accreditor" is unrecognized and the use of unaccredited degree titles is legally restricted or illegal in some jurisdictions.

I do not want to advise you falk which of Ukrainian Medical Uni’s are good for you. As a local professor I know they all are not to be relied upon.

As far as all State Uni’s are concerned the situation there is deteriorated day after day. If you can be patient enough and read my essay I compiled (you may surf Internet) you would be of the same opinion as mine.

I am absolutely sure – all overseas people was FRAUDULENTLY lured here (to each of 14 Ukrainian Med. Uni’s) either by bogus web-sites and bloody corrupted contractors. As a rule that contractors in mind are the graduates from particular Ukrainian Uni who make money on the monkey business and bribing corrupted clerks here and overseas. (Do you know Chuck Berry’s rock-n-roll ‘Too Much Monkey Business’? That’s it!)

This is outrageous lie you can see in any of the Uni’s Ad.

The accreditation process is designed to ensure that the school has goals and objectives regarding the education of medical students and that a process is in place to determine whether they are met. The accreditation process and results have made American medical schools the envy of the world.

That is why many Med. Uni’s wish to see an accreditation as a form of guarantee that a medical school is doing what it says it is, educating medical students. It is easy to forget that the primary purpose of a medical school is to teach medical students because of the competing expectations that faculty will acquire funding for.

Accreditation has concrete benefits for a medical school and its students. Gathering the information to document the degree to which this very school is meeting the standards may help a clerkship director identify shortcomings and garner the resources to accomplish goals that the clerkship director, the chair, and the dean have set.

There is no Med. Uni in the world which had never dreamt of being a USA’s quality. Unfortunately it could clear neither its status nor the quality of education. To meet these desires the fraudulent Ad’s are distributed via Internet.

Students are seeking cheaper and easier destinations. As a result, Bulgaria, Ukraine, Nepal, Kyrgyzstan, Armenia, Romania, Russia and Belarus have jumped on to the medical education bandwagon, claiming to be more cost effective than other destinations.

What LCME is?

The Liaison Committee on Medical Education (LCME) is the sole authority recognized by the US Department of Education as responsible for educational programs leading to the Doctor of Medicine degree.

The founding of the medical school at Johns Hopkins University in 1893 was a turning point in American medical education. The school was modeled on German medical schools and their emphasis on scientific theory and investigation. No medical school in the USA routinely that time allowed medical students to perform autopsies or see patients. Few medical schools were associated with a university and even fewer with a hospital.

Johns Hopkins and other institutions founded at around the same time, such as the Rockefeller Institute for Medical Research, demonstrated that the best American science and education could compete with the best in the world.

In 1904 the American Medical Association (AMA) formed a Council on Medical Education that in 1906 began inspecting all 162 medical schools in the United States at the time. These schools accounted for more than half of all medical schools in the world. The Association of American Medical Colleges (AAMC) began inspecting medical schools for membership at the same time. These two organizations later formed the Liaison Committee on Medical Education (LCME), the body that accredits medical education programs today.

If LCME was formed for licensing Uni’s of USA why would it play a pivotal role in the education of medical students and should play a major role in the process of Ukrainian Med Uni’s accreditation?...

The LCME is the guardian of the educational process for US medical schools and in small degree for Canadian Medical Schools. And that’s all!

LCME Accreditation Process

The LCME makes regular, timely evaluations of medical education programs in the United States, its territories, and in Canada. Medical school programs must meet national standards of quality to be accredited. The maximum duration of full accreditation is 8 years.

The LCME, in the person of an ad hoc survey team, then visits the school and prepares a survey report. Finally, the LCME makes a decision on accreditation. Schools seeking an initial accreditation pay the LCME a one-time US $25,000 fee and the reimburse the LCME for survey team expenses. The team’s task is to verify the material. To accomplish its task, the team speaks with students and representatives from each basic science and clinical department and others involved in the education of medical students.

Ukraine’s universities applied for recognition in 2000-2003. It’s not enough time for full accreditation but overseas students had ballooned 20 times plus as compared with 2001 level.

The drastic students increase in unlicensed and unrecognized Uni’s would inevitably compromise the quality of education as far as teaching staff and other resources were concerned.

I.e. the Government of Malaysia will never recognise medical programmes offered by 10 Med. Uni’s in Ukraine. They are the Lviv National Medical University, Ivano-Frankivsk State Medical University, Ternopil State Medical Academy, Dnipropetrovsk State Medical Academy, Sumy State University, Kharkiv State Medical University, Donetsk State Medical University, Zaporizhya State Medical University, Lugansk State Medical University and Odessa State Medical University.

Where to go

Once one decides to step abroad for medical studies, the journey of doubt and uncertainty begins. Apart from incurring the expense and inconvenience of studying and living abroad for arduous five to six years, medical students are also worried about whether their qualifications will be valid in the native country after course completion.

But what about the quality of education? With loads of options and very little information to rely on, students can verify the credibility of universities abroad only through word of mouth.

While some ‘study abroad consultants’ advise that it’s best to go to the Uni. listed out by the World Health Organisation (WHO), USMLE, PLAB of the UK and even your country’s MC, you never believe – this is bogus statement. All ‘consultants and contractors’ advocate a ‘play it safe’ mode.

Anyway, whether a university abroad is recognised or not, a student who wants to practice medicine after graduation with a foreign degree must first sit for the screening test prescribed by and conducted by the National Board of Examinations.

Medicine is a professional course and when students spend so much time and money over six years, it’s best to go through the norms prescribed by your country’s medicine.

Unaccredited institutions

Despite the widely recognized benefits and accountability of accreditation, some institutions choose, for various reasons, not to participate in an accreditation process. It is possible for postsecondary educational institutions and programs to elect not to seek accreditation but nevertheless provide a postsecondary education. Yet, other unaccredited schools simply award degrees and diploma without merit for a price.

Such a Diploma will you have – just you, every graduator of any of Ukrainian Med Uni!
