After a total crisis in Russia in 1993, the schedule for the development of club culture sharply increased. Let The Belinov - Val Belin received this name at the first Art Club in St. Petersburg and performed half-hour cadences on guitar in the spirit of Jimmy Page, at double speed with a full sold-out . Simultaneously developing fusion in a city with a clearly marked be-bop orientation, Belin prepared and masterfully performed blues programs and jazz concerts at two cult jazz venues - the Olbi Jazz Club (today JFC) and the Jazz Philharmonic Hall. In the fall of 1994, the legendary jazz saxophonist Michael Kostyushkin invited Val Belin and his band, consisting of bassist Oleg Tarkhov, who lost his job in a tavern and graduated from the conservatory the drummer Garik Baghdasaryan. In this order the band periodically, inviting different soloists, and together with young classical trumpeters - Felix Naroditsky and Vitalik Judenok opened the New Jazz Club in Tavrichesky Park. Once visiting, the jazz pianist Andrei Kondakov who lived nearby, he began to participate in jazz life, creating a platform for future concerts and festivals with the help of the Interjaz association headed by the famous jazz oficionado Vladimir Feertag. So in St. Petersburg there was an alternative Jazz venue quickly gaining the interest of music lovers and competing with the fundamental jazz scene, headed by the honored artist and multi-instrumentalist David Goloshyokin.
