Whats price of minimal supervise upon ProjectHope?

As we know some of international donors and NGO organizations, which cooperated with them, don't like intervention from Health Ministry specialists, for the reason to prevent corruption and mismanagement. However, not all looks so simple and corruption often attacks us from less expected side.

How had been prevented mockery of the national interest of Kyrgyz Republic

Thank for experienced managers working in the Ministry of Health of Kyrgyz Republic had been prevented some attempts for looting common properties or saying correctly ethically unacceptable behavior and a work during realization international projects exceptionally valuable for the Kyrgyz Republic. Moreover, the newly elected president of KR Sooronby Jeenbekov also strongly intends  to fight with corruption, various shadowy schemes of money laundering and stealing so deeply rooted in culture of management in our society and states services.

We published recently the several stories about number of medical facilities, where had been revealed some facts of the manipulation with public lands, buildings which unlawfully sold for the business entertainments by using shadow schemes and corruption lings.  So now after these publication the prosecutor's office and other law enforcement agencies worked under these issues and we hope that stolen public property was returned back to the people and Health Ministry regional structures.

Today we will talk about some of the projects and companies and typical ways, which leading to disadvantages and bad outcome of project and failed its declared aims.
 
Who planned to steal the super expensive car?

Car Toyota Land Cruiser Prado X3 had been bought for Kyrgyzstan for the grant money delivered from Global Fond through the Project HOPE.

After completing the grant by the decision of the Committee (14.07.2016), all equipment, computers and technic from balance of Project HOPE, should be transferred to the balance of corresponding  facilities of National Center for Phthisiology of Health Ministery of KR.

However the manager of Project HOPE Artur Niyazov made a significant efforts for “privatization” of Toyota Land Cruiser Prado X3 and stepping ahead on this slippery road even reached to agreement with the members of the council, the Global Fund portfolio manager Uldis Mittenbergst for leave this car under own jurisdiction.

Only after appealed to the leaders of the Global Fund from the specialists of the Ministry of health of Kyrgyz Republic this great disguise revealed and Arthur Niyazov's attempt to own the car prevented  and this afera  went up to surface.

As a result, at the beginning of March, on meeting of member of country coordinative committee Arthur Niyazov promised that returned car which had been hide by him almost for two years.

Why does not work the database, which absorbed lot of money?

Since year 2014, working with the Global Fund Project HOPE worked upon the creating a modern informational database for the monitoring tuberculosis disease throughout Kyrgyzstan. After two years in September 2016 this project ended  and Health ministry of Kyrgyz Republic, formally had received this base despite the many flaws, fuzzy in project implementing for the maintaining good relations with partners from ProjectHope.  The all shortcomings of this work, the Project HOPE promised to repair in short time and a new agreement signed for tis account.
Unfortunately, Project Hope - for two years since them (2016 – 2017 years) could not completed this work and the database still is not operable, suffering from many shortcomings and lacks.

To solve these problems, in December 2017, by the National Center for Phthisiology twice held meetings about a database with the  Project HOPE, and appealed to the heads of UNDP, the Global Fund to complete the work, and for correction of violations.

The database implemented by Hope Project and for which spent large amount of money from Global fond on the condition of minimum intervention from Health ministry of Kyrgyz Republic.
A s a result of avoiding any interfere and supervise from Health Ministry of KR, today confirmed the serious mismanagement in the using of grant money and unsatisfied finishing the project.
Moreover, there existed soil for the conflict of interests between UNDP and Project Hope for the two close relatives, who predisposed for the shadovy collaboration and support each other -  the wife of one  of manager of Project Hope worked in the UNDP. Of course, it also become a barrier to complete the project successfully. Such things need to be careful investigated and excluded at the beginning of work. Instead, the head of project tolerate to ssignificant decrease of international standards and opened way for a serious violation of the international law and ethical standarts.
Nothing similar would be happened if the experts of Ministry of Health worked together with Project Hope’s staff  and experts from the Global Fund in close cooperation and track down beforehand many problems and shortcomings in the condition of whole transparency and cooperation.
