5А. 1 Приходится быть шакалом

Введение

Все описанное в этих главках интересно в различных аспектах. Но, здесь важно учесть тот контекст, который, видимо, предопределяет качество предложенного нам продукта – соучастия в теме «искусственные острова Израиля» кабардино-балкарского специалиста по трансдисциплинарному подходу.
Осведомленность и умения этого специалиста, по отношению к «западным» наработкам по эффективному деловому поведению, носят запоздало производный характер – являются пересказом этих наработок. За этим видится отсутствие способности к собственным  наработкам новых идей и методик в этой области.
Обучение в «западной» среде, которое получили израильтяне-участники (настоящие израильтяне - не русскоязычные неинтегрированные пожилые репатрианты)разноаспектного рассмотрения проблемы «искусственные острова Израиля», позволяет им быстро и ясно выявить компетентностную слабость кабардино-балкарского специалиста. Поэтому, то присоединение, как оно выполнено на сегодняшний день, этого специалиста к группе русскоязычных пенсионеров, дерзнувших работать проект «искусственные острова Израиля», - компрометирует группу.

1. ВЫХОД НА ПРОМЫСЕЛ

В предыдущей главке я упоминал «шакалий» промысел в американском посольстве в Москве. Когда, при летальном исходе СССР и появлении ельцинской России львы из административного и партийного руководства ЦАГИ «поджали хвосты», я решился позвонить в Институт США и Канады – проконсультироваться по дальнейшим исследованиям в моей (!?) теме – Сопоставительный анализ отечественных и зарубежных … летательных аппаратов.

На том конце телефонной связи ответили почти восторженно! – Из ЦАГИ?! Завтра можете приехать?

Под каким-то обманным предлогом (ну, да, обманщик я – но, это извинительно, из партии уже исключен; да, и обманываю в интересах дела – как патриот) взял отпуск и помчался.

А там… американские мужички. Приехали выстраивать конверсию (перевод на невоенную продукцию) бывшей советской оборонной отрасли. Нужно ухватиться за какие-то конкретные предметы с конкретными «оборонщиками». Ситуация настолько новая, что в Институте США и Канады в растерянности – с кем американцев сводить. И «представитель» из управленческого отдела ЦАГИ – очень кстати.
Я поучил американцев, что надо сформировать две команды – цаговскую и ихнюю и работать над пониманием проблемы плечом к плечу - shoulder to shoulder. Что расскажу о них коммерческому директору ЦАГИ. И … процесс пошел. Это дало мне возможность практически «опыляться западным опытом» с переходом к обучению в программе Лондонской Школы Бизнеса и ШБ Открытого универа Великобритании.

Только сейчас интернет дает возможность более четко представить себе, с кем я тогда сотрудничал. С руководителем американской группы на той первой встрече я потом еще несколько раз контактировал при его посещениях Москвы. Это - Dr. John Battilega с 40-летним опытом менеджера и аналитика в программах национальной безопасности США, в то время – член консультативных  групп при правительстве и при министерстве обороны В 1969-77 гг. разрабатывал аналитические методы изучения ядерной угрозы со стороны СССР.  В 1977-97 гг. руководил большой международной трансдисциплинарной командой по всеаспектному исследованию оборонной стратегии и модернизации вооруженных сил СССР/России. При этом, в 1973-99 гг. он был вице-президентом Science Applications International Corporation (SAIC) и директором Центра исследований иностранных систем в этой корпорации. Упор делался на СИСТЕМНОМ анализе СОДЕРЖАНИЯ состояний и процессов исследуемых объектов, а затем – выявление размерных соотношений.

Мой уровень образованности не дает оснований строить из себя крутую бизнес-понимающую фигуру, но позволяет разобраться с вздорностью многих «мощных» идей и, извиняюсь, «концепций» от русскоязычных воображуль в Израиле.

2. БЛАГОДАТНАЯ СРЕДА ПРОМЫСЛА

В перерывах между наездами в Москву людей уровня Батилеги с постсоветской «оборонкой» работали преподаватели из привлеченного американской правительственной комиссией университета Пеппердайн (Pepperdine University).

3. ЗВЕРИ КРУЧЕ ШАКАЛОВ

В отчетном документе Nonproliferation Policy Education Center April – Центра исследования политики нераспространения (ядерного) оружия, 2002 г. «CURBING THE NEXT WAVE OF WEAPONS PROLIFERATION THREATS FROM RUSSIA» - СДЕРЖИВАНИЕ ОЧЕРЕДНОЙ ВОЛНЫ УГРОЗ РАСПРОСТРАНЕНИЯ ОРУЖИЯ ИЗ РОССИИ, четко определено:

Цель состоит в том, чтобы разработать стратегии, которые заставляют конкурента тратить больше времени и ресурсов на защиту своих слабостей, чем на наступательные действия, http://www.dtic.mil/dtic/tr/fulltext/u2/a401464.pdf. Рисунок над текстом показывает видение Америкой России и Израиля в свете её, Америки, интересов. И – соответствующая образовательная политика Америки в отношении России и Израиля.
 
1 – угроза сохранения Россией побужденности и потенциала к противоборству с Америкой (при ролевом маневрировании в отношениях с исламизмом – кто кого эффективнее попользует).

2 – действия в отношении России, направленные на парирование угрозы с её стороны и на использование России в американской стратегии в отношении других стран. Эффективный комплекс действий генеративного, проактивного, активного и реактивного характера.

3 -  действия в отношении России в образовательной сфере: способствовать побужденностям в соответствии с 1 – 2; содействовать соответствующему развитию у россиян осведомленностей, умений, навыков.

4 – угроза накопления Израилем побужденности и умений к вовлечению большего объема участия Америки в совместном противоборстве с исламизмом (Китаем и пр. возможными противниками) и, соответственно, большему сохранению своей жизнеспособности.

5 - действия в отношении Израиля, направленные на его использование в американской стратегии в отношении других стран. Эффективный комплекс действий генеративного, проактивного, активного и реактивного характера.

6 - действия в отношении Израиля в образовательной сфере: способствовать побужденностям в соответствии с 1 – 2; содействовать соответствующему развитию у израильтян осведомленностей, умений, навыков.

7 – угроза использования исламизмом (вариант – Китаем или еще кем-то) России против Америки и её «западного» партнерского потенциала.

8 – ослабленность России как партнерского звена в исламистском (китайском и пр.) накате на «запад» или, еще лучше, использование России в партнерстве с Америкой против исламизма и пр.

9 – потенциальная способность исламизма ценой минимального ослабления и с минимальной задержкой во времени «перемолоть» сопротивление Израиля. И, после этого, сосредоточиться на непосредственном противоборстве с «Западом». А «Запад» состоит из Америки и остальных; этих «остальных» Америка желала бы использовать так же, как и «израильское звено» - максимальная экономия издержек Америки за счет максимального расходования ресурсов других стран.

10 – Израиль максимальным образом затормаживает и ослабляет накат исламизма на «западный мир», прежде всего, накат на Америку.

Университет Пеппердайн участвовал в подготовке кадров для Госдепартамента и обслуживающих его интеллектуальных структур, для интеллектуальных звеньев других органов высшего руководства США. Условия наступательного противодействия СССР с внедрением социалистической ориентации в среду стран «третьего мира», с появлением новых и новых очагов инспирированной вооруженной борьбы – все это потребовало сделать рывок в области наращивания деловой компетентности элитных слоев американского человеческого ресурса. Прежде всего, это была ясно понятая объективная потребность управленческих звеньев американского государства. Были созданы уникальные образовательные программы с фокусированием на овладение обучаемыми системного видения проблемных ситуаций, формирование эффективного поведения.

Видимо, поэтому сенатские комиссии и другие ведущие госорганы США привлекли профессорский состав университета, наряду с персоналом других ведущих университетов США, к интенсивной работе с неожиданно явившейся ПОСТСОВЕТСКОЙ Россией. Россией - которая и пугала своим состоянием нестабильного обладателя ядерным и прочим оружием, и обнадеживала вероятностью перестройки на взаимовыгодное сотрудничество с «западным» миром.

В обстановке растерянности и дезорганизации старых ориентиров и связей, я был удобен для многих руководителей и новых активных людей тем, что не претендовал на захват должностей, отхват собственности, а был готов и компетентностно был сравнительно подготовленным:

=== > многолетний опыт инициативного анализа производственных и идеологических конфликтных ситуаций – в то время, как меня по линии «рекомендация московского бюро обкома – послушное решение парткома ЦАГИ – утверждение Комиссией партийного контроля при ЦК КПСС» исключали из партии, на социологической конференции руководитель группы социологов, работающих на последних съездах КПСС, и декан социологического факультета МГУ Владимир Добреньков приняли меня в Советскую социологическую ассоциацию.

Запросы влиятельных – государственных – интересантов обусловили формирование подготовленности Университета к управленческому консультированию команд из высшего политического эшелона США.

Управленческое консультирование проводят команды специально обученных и квалифицированных лиц, которые помогают организации-заказчику выявить управленческие проблемы, проанализировать их, дают рекомендации по решению этих проблем и содействуют при необходимости, выполнению решений. Это - интенсивная профессиональная помощь на временной основе – с беспристрастным взглядом со стороны.

Мне доводилось переговаривать с американскими консультантами и их «западными» нанимателями о посещении ЦАГИ, сопровождать консультантов и их нанимателей (конгрессмен США, комиссии конгресса, международные комиссии) из Москвы в подмосковный Жуковский – в ЦАГИ, участвовать (помалкивая или поддакивая) в переговорах директора ЦАГИ Германа Загайнова и в переговорах со специалистами, проходить с гостями экскурсию по уникальным, впечатляющим экспериментальным установкам Института, по музею ЦАГИ, снова сопровождать их в возвратной поездке в Москву. Несколько раз удавалось завезти по дороге к архитектурной жемчужине – церквушке архитектора Баженова; однажды, с разрешения священника, поднялись на колокольню и супруга гостя с хорошо заметным трепетом (она – какого-то «западного», протестантка или что-то такое, вероисповедования, а тут – православный храм!) дернула язык колокола; потом мы спустились вниз от храма к купели, помочили ноги и гости разъяснили недоумение тамошним «бабам», от чего случился неурочный колокольный звон.

Для меня во всем этом существенным было вопрошание, выслушивание, наблюдение признаков и смыслов бывшего военно-ИДЕОЛОГИЧЕСКОГО врага, победившего нас.
Тогда, четверть века назад, я не мог предвидеть, что буду озабочен тем, как выжить детским, внучатым и правнучатым поколениям рядовых израильтян в условиях, когда американская НАУКА ПОБЕЖДАТЬ (заимствованная и теми, кто прямо заявляет «Израилю не жить!») работает в стратегии «Использовать израильскую жертву в предельно возможном притормаживании наката исламизма на Запад».
Это не было регулярным обучением, это был процесс эпизодического «опыления», которое формировало хоть какую-то компетентность в области управленческого консультирования клиентов, движимых амбициозными целями в сложных проблемных ситуациях. Потом уже нарабатывался собственный практический опыт – работа в командах с КАМАЗом, РУСАЛом, РОССТРАХом, Башнефтью и т. д.
 
Интенсивность и щедрость именно американских консалтинговых услуг для России были порождением надежд американского руководства, что, наконец-то, Америка, действительно, сможет выполнять продекларированную миссию – ответственность за то, чтобы повсеместно в мире устанавливались добрые взаимоотношения. Выполнять эту миссию вместе с относительно более слабыми партнерами. Особенно, в партнерстве с новой Россией, которая будет достаточно сильной для совместного влияния на другие государства и народы и будет слабее самой Америка, чтобы не конкурировать, а подстраиваться к Америке.
 
Как-то вычитал, что в мэрии Москвы будет несколькодневный проектный семинар по конверсии – проводят американские консультанты. Приехал, не пускают – участвуют отобранные КОМПЕТЕНТНЫЕ фигуры. Подошла американская делегация, ведомая руководителем какой-то комиссии – братом сенатора (насколько помнится, Томаса Кемпа); он меня узнал, как организатора каких-то переговоров. Ввел в семинарскую группу и я получил еще одну практическую школу серьезной проработки серьезной проблемы.

За свое место в этой системе отношений интенсивно боролась Англия, нацеленная  на поддержку переходного процесса в России и, как наследница многовекового опыта внутриевропейской конкуренции, иногда – с участием России, интенсивно работала со своими целями: 1.обще»западные» цели сделать ядерную новую Россию соучастницей защиты «западной» цивилизации и 2.придержать, при этом, Россию ниже занятого второго места рядом с Америкой.

С представителем инструмента английской политики – британской правительственной программы Фонд "Ноу-Хау" (ФНХ) – я встретился на каком-то форуме в Кремле. Подробнее мы с ним пообщались в ЦАГИ, я посетил его квартиру-офис (в ожидании, пока он закончит с предыдущим посетителем, попил кофеек с охраной, тремя мужичками-«афганцами», послушал «про Афган») и он организовал бесплатное подключение меня на курс Лондонской Школы Бизнеса в Центре академика-экономиста Шаталина. В выше названном документе Nonproliferation Policy Education Center от 2002 г. обозначены некоторые российские партнеры американского влияния. В отношении Израиля, видимо, частью системы побуждающего и организационного воздействия на отработку израильским населением предначертанной жертвенной роли являются некоторые функциональные проявления Министерства абсорбции.
И меня «абсорбируют»…

4. НЕОБХОДИМОЕ ПРИМЕЧАНИЕ

Похоже, что немалая часть автобиографических публикаций на Проза.ру делается с по-человечески понятным намерением автора предъявить себя непосредственным потомкам, какому-то своему кругу людей, просто – человечеству, оставить по себе какую-то память... При этом находятся, воображаются, придумываются какие-то личностные обстоятельства, поступки, переживания – в поддержку создаваемого образа себя.

Я взялся судить, обсуждать с другими, прокламировать какое-то отношение и какие-то практические проявления в поиске и осуществлении возможностей интеллектуальной и волевой мобилизации израильтян и им сочувствующих людей – мобилизации на избежание или ослабление очередного повторения извечной истории с еврейским народом.

Эта извечная история: некие «верха» общины, частично осознанно, в значительной степени – интуитивно, подготавливают сдачу остальной общинной массы в качестве жертвы под очередной смертельный накат других этнических групп. Платой за такую «услугу» является возможность для «верхов» своевременно и обустроенно покинуть место предстоящего избиения, а впоследствии – ожидать моральной, политической и вещественной компенсации «за ущерб, понесенный общиной».
 
Так было в недавнем историческом прошлом – клерикальная и светски-статусная общинная «верхушка» сдала «обреченных» (так их определял Гитлер) европейских евреев гитлеровскому фашизму и его подельникам.

Так вырисовывается в нынешнем историческом периоде. Еврейская «верхушка» (в самом Израиле и в других местах) подготавливает для «Запада» (США и союзники) предельное расходование низовой израильской массы (+ вовлеченных в бойню из других стран) для затормаживания наката исламистов и их союзников.

Моя позиция:

А. имеющуюся, пока, возможность существования Государства Израиль евреи в Израиле и других странах должны навязать «Западу» отношение к Израилю и израильтянам, как к «своим». В случае угрозы отхвата исламистами территории нынешнего еврейского государства, войну в защиту этой территории «Запад» должен вести так, как если это – его территория, его народа. «Запад» направляет своих бойцов и прочие поставки в дополнение к наличному в Израиле. «Запад» своевременно и обустроенно эвакуирует невоенных израильтян с опасной территории, как своих людей.

Б. использование моего личностного ресурса для исследования возможностей и препятствий в навязывании «Западу» такого отношения к евреям и существующему еврейскому государству. Использование скромных личностных возможностей и личных ресурсов для доступного влияния в зоне досягаемости - на представителей общинной «верхушки», на «низовых» евреев, особенно в Израиле.
 
5. ПРОДОЛЖИМ

Упомянутый американский документ интересен еще и тем, что показывает, как Америка поддерживает себя в состоянии ориентированности, поддерживающей устремленность в обеспечении своих жизненных интересов. Одним из инструментов является сопоставительный анализ стратегий конкурентов в борьбе за историческое выживание.

Израильскому народу тоже надо было бы извернуться сообразить и осуществить более мощную поведенческую стратегию – обратно пропорциональную своей сравнительной малоразмерности – в отношениях с США, Россией и пр. Но, на этом пути есть система из двух подсистем:

• закрепленный вековой историей уродливый менталитет евреев – прикрываемая внешней бравадой (хуцпой) готовность отдавать гибельной жертвой своих детей-внуков-правнуков,

• опять-таки, исторически закрепленный навык «верхушечной» части общины обеспечивать свою жизненную перспективу сдачей остального народа в гибельную жертву. Этот навык актуализируется в организационно оформленной практике. Насколько я могу судить по тому, что непосредственно наблюдаю, элементом этой практики является Министерство абсорбции, в гибельный водоворот которого попадают русскоязычные репатрианты.

В названном американском аналитическом документе я усматриваю еще один важный ориентир для Израиля. Стремясь к сокращению ядерного стратегического вооружения России – в связи с прекращением военной конфронтации США с СССР, которого уже нет, американские политики ВЫНУЖДЕННО ПРИЗНАЮТ необходимость считаться с аргументом российских военных: определенный уровень ЯО у России должен сохраняться – как компенсация некоторой недостаточности обычной вооруженности для парирования неамериканских военных угроз.

Но, для этого должен быть слом в израильском еврейском менталитете, прежде всего, затем – в мировом еврейском менталитете. Тогда, к настояниям  Израиля, несмотря на то, что перед Америкой он намного слабее России, Америка тоже может быть ВЫНУЖДЕНА отнестись с пониманием.

Также как «Russia’s policy agenda in … likely to be very different from those of the United States», так и израильская «policy agenda» в международной политике, в развитии своей экономики, в национальных ОБРАЗОВАНИИ и ВОСПИТАНИИ – должны «to be very different» от американских. 

В американском аналитическом документе четко оговаривается, что УВАЖИТЕЛЬНОЕ ПРИЗНАНИЕ озабоченности России в сохранении способности выживать под неамериканской военной угрозой «должно быть больше, чем устное соглашение». В частности, это требует уточнения и уменьшения существующих неопределенностей. В нашем, израильском случае это означает четко признание обеими сторонами:

• В случае угрозы отхвата исламистами территории нынешнего еврейского государства, войну в защиту этой территории «Запад» должен вести так, как если это – его территория, его народа. «Запад» направляет своих бойцов и прочие поставки в дополнение к наличному в Израиле. «Запад» своевременно и обустроенно эвакуирует невоенных израильтян с опасной территории, как своих людей.

Проводимый американцами системный анализ перспектив работы с Россией заставил принимать во внимание, среди прочего, и такой существенный элемент, как «российская терпимость и культурная симпатия к мошенничеству». Весьма вероятно, что созданное из русскоязычных Министерство абсорбции и масса русскоязычных репатриантов пропитаны этим качеством.

Сотрудничество русскоязычной части муниципалитетов (этой части делегирована работа со специфическим контингентом израильских граждан – учеными и специалистами, воспитанными советской системой) с русскоязычной массой ученых и специалистов – именно что воплощает «Russian tolerance of and cultural sympathy for cheating». Такое, как:

• попытки представлять частное при отводе внимания от целого,
• манипулятивная тональность мудрости, осведомленности, патриотической озабоченности (при отсутствии или существенной малости действительных мудрости, осведомленности, патриотической озабоченности),
• содержательно слабое и искусственное воспроизведение значимых форм – конференции, публикации, доклады, титулы, награды   – все это представлено в массе конкретных поведенческих проявлений со стороны ученых и специалистов. Имитаторство – то же мошенничество.

You have to be a jackal

Introduction

Everything described in these chapters is interesting in various aspects. But, it is important to take into account the context that, apparently, determines the quality of the product offered to us – participation in the topic "artificial islands of Israel" by a Kabardino-Balkarian specialist in a transdisciplinary approach.

The awareness and skills of this specialist, in relation to the "Western" developments in effective business behavior, are belatedly derivative in nature – they are a retelling of these developments. This is due to the lack of ability to develop new ideas and techniques in this area on their own.

The training in the "Western" environment received by  the Israeli participants (real Israelis - not Russian-speaking, non-integrated elderly repatriates) in  multidimensional consideration of the problem of "artificial islands of Israel" allows them to quickly and clearly identify the competence weakness of the Kabardino-Balkarian specialist. Therefore, the joining, as it has been carried out to date, of this specialist to a group of Russian-speaking pensioners who dared to work on the Artificial Islands of Israel project compromises the group.

1.Raid to FISHING

In the previous chapter, I mentioned the "jackal" fishery at the American Embassy in Moscow. When, with the fatal outcome of the USSR and the emergence of Yeltsin's Russia, the lions from the administrative and party leadership of TsAGI "turned tail", I decided to call the Institute of the USA and Canada to consult on further research in my (!?) topic – A comparative analysis of domestic and foreign ... aircraft.

The answer on the other end of the phone line was almost enthusiastic! – From TsAGI?! Can you come tomorrow?

Under some deceptive pretext (well, yes, I'm a liar - but, this is excusable, I've already been expelled from the party; yes, and I'm cheating in the interests of the cause – as a patriot) I took a vacation and rushed off.

And there are... American men. We came to build the conversion (transfer to non-military products) of the former Soviet defense industry. We need to grab hold of some specific items with specific "defenders". The situation is so new that the Institute of the USA and Canada is at a loss who to bring Americans together with. And the "representative" from the TSAGI management department is very useful.

I taught the Americans that it is necessary to form two teams – from the TsAGI and theirs and to work on understanding the problem “плечом к плечу”- shoulder to shoulder. That I will tell the commercial director of TsAGI about them. And... the process started. This gave me the opportunity to practically "pollinate myself with Western experience" with the transition to study in the program of the London Business School and the OBS of the Open University of Great Britain.

Only now does the Internet make it possible to more clearly imagine who I was working with at that time. At that first meeting, I contacted the head of the American group several more times during his visits to Moscow. This is Dr. John Battilega with 40 years of experience as a manager and analyst in US national security programs, at that time he was a member of advisory groups to the government and the Ministry of Defense In 1969-77. He developed analytical methods for studying the nuclear threat from the USSR. In 1977-97 . He led a large international transdisciplinary team on the comprehensive study of defense strategy and modernization of the armed forces of the USSR/Russia. At the same time, in 1973-99, he was vice president of Science Applications International Corporation (SAIC) and director of the Center for Research on Foreign Systems at this corporation. The emphasis was placed on a HOLISTIC analysis of the CONTENT of the states and processes of the studied objects, and then on the identification of dimensional relationships.

My level of education does not give grounds to pretend to be a cool business-understanding figure, but it allows me to deal with the nonsense of many "powerful" ideas and, I apologize, "concepts" from Russian-speaking intellectuals in Israel.

2. THE FERTILE ENVIRONMENT OF THE FISHERY

In between visits to Moscow by people of the level of the Elite with the post-Soviet "defense industry", there are worked professors from Pepperdine University being attracted by the American government commission.

 3. ANIMALS MORE TOUGH THAN JACKALS

In the Nonproliferation Policy Education Center report document, April 2002, "CURBING THE NEXT WAVE OF WEAPONS PROLIFERATION THREATS FROM RUSSIA" is clearly defined: The goal is to develop strategies that force a competitor to spend more time and resources defending their weaknesses than on offensive actions, http://www.dtic.mil/dtic/tr/fulltext/u2/a401464.pdf . The drawing above the text shows America's vision of Russia and Israel in the light of its, America's, interests. And – the corresponding educational policy of America in relation to Russia and Israel.

1 – the threat of Russia's continued motivation and potential for confrontation with America (with role–playing maneuvering in relations with Islamism, who will use whom more effectively).

2 – actions against Russia aimed at fending off the threat from its side and using Russia in the American strategy against other countries. An effective set of actions of a generative, proactive, active and reactive nature.

3 - actions in relation to Russia in the educational sphere: to promote incentives in accordance with 1-2; to promote the appropriate development of awareness, skills and abilities among Russians.

4 – the threat of Israel's accumulation of motivation and skills to involve more American participation in the joint confrontation with Islamism (with China, etc. possible opponents) and, accordingly, to preserve its viability more.

5 - actions against Israel aimed at using it in the American strategy towards other countries. An effective set of actions of a generative, proactive, active and reactive nature.

6 - actions in relation to Israel in the educational sphere: to promote incentives in accordance with 1-2; to promote the appropriate development of awareness, skills, and skills among Israelis.

7 – the threat of being used by Islamism (option – by China or someone else) Russia versus America and its "Western" partnership potential.

8 – the weakening of Russia as a partner in the Islamist (Chinese, etc.) onslaught on the "West" or, even better, the use of Russia in partnership with America against Islamism, etc.

9 – the potential ability of Islamism, at the cost of minimal weakening and with minimal time delay, to "grind" the resistance of Israel. And, after that, focus on direct confrontation with the "West". And the "West" consists of America and the rest; America would like to use these "others" in the same way as the "Israeli link" - to maximize America's cost savings by maximizing the resources of other countries.

10 – Israel slows down and weakens the onslaught of Islamism on the "Western world" as much as possible, first of all, the onslaught on America.

Pepperdine University participated in the training of personnel for the State Department and the intellectual structures serving it, for the intellectual links of other bodies of the highest leadership of the United States. The conditions of the offensive counteraction of the USSR with the introduction of a socialist orientation among the countries of the "third world", with the emergence of new and new hotbeds of inspired armed struggle – all this required a breakthrough in the field of building up the business competence of the elite strata of the American human resource. First of all, it was a clearly understood objective need of the managerial links of the American state. Unique educational programs have been created with a focus on mastering the students' holistic vision of problematic situations, the formation of effective behavior.

Apparently, this is why the Senate commissions and other leading US government agencies involved the university's faculty, along with staff from other leading US universities, in intensive work with the unexpected appearance of POST-Soviet Russia. Russia - which both frightened the unstable possessor of nuclear and other weapons with its condition, and encouraged the likelihood of restructuring for mutually beneficial cooperation with the "Western" world.

In the situation of confusion and disorganization of old landmarks and connections, I was convenient for many managers and new active people because I did not pretend to seize positions, seize property, but was ready and competently comparatively prepared:

===> many years of experience in proactive analysis of industrial and ideological conflict situations – while I was expelled from the party through the line "recommendation of the Moscow Bureau of the Regional Committee – an obedient decision of the TsAGI Party Committee – approval by the Party Control Commission under the Central Committee of the CPSU", at a sociological conference the head of the group of sociologists working at the last congresses of the CPSU, and the dean Vladimir Dobrenkov, the Faculty of Sociology at Moscow State University, accepted me into the Soviet Sociological Association.

The requests of influential government stakeholders led to the formation of the University's preparedness for management consulting of teams from the highest political echelon of the United States.

Management consulting is conducted by teams of specially trained and qualified individuals who help the customer organization identify management problems, analyze them, give recommendations on how to solve these problems and, if necessary, assist in the implementation of solutions. This is intensive professional assistance on a temporary basis - with an impartial view from the outside.

I had the opportunity to talk with American consultants and their "Western" employers about visiting TsAGI, accompany consultants and their employers (US Congressman, congressional commissions, international commissions) from Moscow to Zhukovsky near Moscow – to TsAGI, participate (silently or assent) in negotiations with TSAGI Director German Zagainov and in negotiations with specialists, to pass with the guests a tour of the Institute's unique, impressive experimental facilities, the TsAGI Museum, and accompany them again on their return trip to Moscow. Several times it was possible to bring them on the way to the architectural pearl – the architect Bazhenov church; once, with the permission of the priest, the guest's wife also climbed the bell tower with a well–marked trepidation (she is some kind of "Western", Protestant or something, of religion, and here is an Orthodox church!) she pulled the bell's tongue; then we went down from the temple to the font, wet our feet and the guests explained their perplexity to the local "women", which caused the untimely bell ringing.
For me, asking, listening, observing the signs and meanings of the former military-ideological enemy who defeated us was essential.

Then, a quarter of a century ago, I could not have foreseen that I would be concerned about how the children's, granddaughters and great-granddaughters of ordinary Israelis could survive in an environment where American SCIENCE HOW TO WIN (borrowed by those who directly declare "Israel will not live!") works in the strategy of "Using the Israeli victim to slow down the onslaught of Islamism on the West as much as possible." This was not regular training, it was a process of episodic "pollination", which formed at least some competence in the field of management consulting for clients driven by ambitious goals in difficult problem situations. Then I gained my own practical experience – working in teams with KAMAZ, RUSAL, Rosstrakh, Bashneft, etc.

The intensity and generosity of American consulting services for Russia were the product of the hopes of the American leadership that, finally, America would really be able to fulfill its declared mission – responsibility for establishing good relations everywhere in the world. To carry out this mission together with relatively weaker partners. Especially in partnership with the new Russia, which will be strong enough to jointly influence other states and peoples and will be weaker than America itself, so as not to compete, but to adapt to America.

I once read that there will be a several–day project workshop on conversion at the Moscow City Hall - conducted by American consultants. I arrived, they don't let me in – selected COMPETENT figures participate. An American delegation came up, led by the head of some commission - the brother of a senator (as far as I remember, Thomas Kemp); he recognized me as the organizer of some negotiations. He introduced me to the seminar group and I received another practical school for serious study of a serious problem.

Britain fought intensively for its place in this system of relations, aimed at supporting the transition process in Russia and, as the heiress of centuries–old experience of intra-European competition, sometimes with Russia's participation, worked intensively with its goals: 1. generally "Western" goals are to make a nuclear new Russia an accomplice in the protection of "Western" civilization and
2. at the same time, keep Russia below the second place next to America.

I met with a representative of the British policy instrument, the British government program Know–How Foundation (FNH), at some forum in the Kremlin. We talked in more detail at TsAGI, I visited his apartment-office (while waiting for him to finish with the previous visitor, drank coffee with security, three "Afghan" men, listened to "about Afghanistan") and he organized a free connection for me to the course of the London Business School at the Center of Academician-economist Shatalin. The above-mentioned Nonproliferation Policy Education Center document from 2002 identifies some Russian partners of American influence. In relation to Israel, it seems that some functional manifestations of the Israeli Ministry of Absorption are part of the system of motivating and organizational influence on the Israeli population to work out the intended sacrificial role. And I am being "absorbed"…

4. NECESSARY NOTE

It seems that a considerable part of the autobiographical publications are in Prose.ru is done with the humanly understandable intention of the author to present himself to his immediate descendants, to some of his circle of people, simply to humanity, to leave some kind of memory behind...

At the same time, some personal circumstances, actions, experiences are found, imagined, invented - in support of the self–image being created. I undertook to judge, discuss with others, proclaim some kind of attitude and some practical manifestations in the search and implementation of the possibilities of intellectual and volitional mobilization of Israelis and their sympathizers - mobilization to avoid or weaken another repetition of the eternal history with the Jewish people.

 This is an age–old story: some "top" communities, partly consciously, to a large extent intuitively, prepare the surrender of the rest of the community mass as a victim to another deadly onslaught of other ethnic groups. The payment for such a "service" is the opportunity for the "upper classes" to leave the place of the upcoming beating in a timely and orderly manner, and subsequently to expect moral, political and material compensation "for the damage suffered by the community."

This was the case in the recent historical past – the clerical and secular-status communal "elite" surrendered the "doomed" (as Hitler defined them) European Jews to Hitler's fascism and its accomplices. This is how it appears in the current historical period. The Jewish "elite" (in Israel itself and elsewhere) is preparing for the "West" (the United States and allies) the marginal expenditure of the grassroots Israeli mass (+ those involved in the massacre from other countries) to slow down the onslaught of Islamists and their allies.

My position:

A. The Jews in Israel and other countries should impose on the "West" the attitude towards Israel and Israelis as "to their own", which is still possible for the existence of the State of Israel. In the event of the threat of the Islamists seizing the territory of the current Jewish state, the "West" should wage a war in defense of this territory as if it were its territory, its people. The West is sending its fighters and other supplies in addition to cash in Israel. The West is evacuating non-military Israelis from dangerous territory in a timely and orderly manner, as its own people.

 B. to  use my personal resource to explore the possibilities and obstacles in imposing such an attitude towards Jews and the existing Jewish state on the "West". The use of modest personal opportunities and personal resources for accessible influence in the area of reach - on representatives of the communal "elite", on "grassroots" Jews, especially in Israel.

5. LET'S CONTINUE

The mentioned American document is also interesting because it shows how America supports itself in a state of orientation that supports aspiration in ensuring its vital interests. One of the tools is a comparative analysis of competitors' strategies in the struggle for historical survival.

The Israeli people would also have to turn around, figure out and implement a more powerful behavioral strategy – inversely proportional to its comparative smallness – in relations with the United States, Russia, etc. But, there is a system of two subsystems on this path:

• the ugly mentality of Jews, fixed by centuries of history, is the willingness to sacrifice their children–grandchildren-great-grandchildren, covered by external bravado (hutspa),

• again, the historically fixed skill of the "upper" part of the community to ensure their life prospects by surrendering the rest of the people to a fatal sacrifice. This skill is actualized in organizational practice. As far as I can tell from what I observe directly, an element of this practice is the Ministry of Absorption, into whose disastrous whirlpool Russian-speaking repatriates fall.
In this American analytical document, I see another important landmark for Israel. In an effort to reduce Russia's strategic nuclear weapons – in connection with the cessation of the US military confrontation with the USSR, which no longer exists, American politicians ARE FORCED to RECOGNIZE the need to take into account the argument of the Russian military: a certain level of nuclear weapons in Russia should be maintained – as compensation for some insufficiency of conventional weapons to fend off non-American military threats.

But, for this, there must be a breakdown in the Israeli Jewish mentality, first of all, then in the world Jewish mentality. Then, despite the fact that Israel is much weaker than Russia in front of America, America may also be FORCED to treat Israel's insistence with understanding.

Just as "Russia's policy agenda in ... likely to be very different from those of the United States", so the Israeli "policy agenda" in international politics, in the development of its economy, in national EDUCATION and UPBRINGING should "be very different" from the American ones.

The American analytical document clearly stipulates that a RESPECTFUL RECOGNITION of Russia's concern in maintaining its ability to survive under a non-American military threat "should be more than an oral agreement." In particular, this requires clarification and reduction of existing uncertainties. In our Israeli case, this means clearly recognition by both sides:

• In the event of a threat of the Islamists seizing the territory of the current Jewish state, the "West" should wage a war in defense of this territory as if it were its territory, its people. The West is sending its fighters and other supplies in addition to cash in Israel. The West is evacuating non-military Israelis from dangerous territory in a timely and orderly manner, as its own people.

The systematic analysis of the prospects for working with Russia conducted by the Americans forced us to take into account, among other things, such an essential element as "Russian tolerance and cultural sympathy for fraud." It is very likely that the Ministry of Absorption created from Russian speakers and the mass of Russian-speaking repatriates are imbued with this quality.

The cooperation of the Russian–speaking part of the municipalities (this part is delegated to work with a specific contingent of Israeli citizens – scientists and specialists educated by the Soviet system) with the Russian-speaking mass of scientists and specialists is exactly what the "Russian tolerance of and cultural sympathy for cheating" embodies. Such as:

• attempts to represent the particular while diverting attention from the whole,
• manipulative tone of wisdom, awareness, patriotic concern (in the absence or significant smallness of actual wisdom, awareness, patriotic concern),
• meaningfully weak and artificial reproduction of significant forms – conferences, publications, reports, titles, awards – all this is presented in a mass of specific behavioral manifestations on the part of scientists and specialists. Imitation is the same as fraud.
