- Along all coast water or black ice appears, on the reservoir ice is not damaged yet. On a crossing point [the (former) natural dam] in the lower byef about a kilometer clear water, further the broken ice.

The difference [of water levels in the point of] on the landslide [the (former) natural dam] on the morning of today-5.76, the water goes up to 2000 cubic meters, falls [the water level] before (up) the landslide about 70 cm per day.

Besides, Alexey Viktorovich noted that the alignment [align] [the water levels of] the upper with the lower byefs [parts of the Bureya reservoir] requires about 8-10 days.

The danger of stay on ice of people and the equipment still remains high both in the Amur region, and in Khabarovsk Krai. It is connected with the probability of a zalom [a damaging] of ice, a water exit to a surface and with a sharp falling of its level.

Today on the Bureya River near the settlement of Talakan rescuers of the Amur center of the GZ and PB continue to be on duty. They try not to allow an exit and departure to ice of people and cars …"

3) From history

... Dam and hydroelectric power station Naglu, built with the technical assistance of the USSR…

Naglu became one of the largest power plants in Afghanistan and the main electricity provider to Kabul. It is equipped with four hydraulic units, the capacity is 100 MW. The hydroelectric power station is located in forty kilometers to the east from the Afghan capital on the river Kabul, the dam forms a reservoir.

Construction began in the 1960th, and already seven years later hydrounits were started. The hydroelectric power station was built on the project of Gidroproyekt institute (the Soviet, and then Russian organization – editors), works were conducted by association Technopromexport (from the 2009th is a part of Russian Technologies State Corporation – the edition).

In the years of war the Naglu [hydroelectric power station] was protected by troops of the USSR. After the 1989th it was controlled by groups of the commander of Mujahideens Gulbuddin Hekmatiar, with coming to power … the hydroelectric power station passed into their hands. … kept technicians, however due to the lack of spare parts and repair to the 2010th only two hydrounits from four worked.

After falling of the power …, the government of Afghanistan began to look for ways of overcoming an energy crisis in the capital. In the 2005th the Afghan power plants – Naglu, Makhi-Par and Sarobi – did not give necessary quantity of the electric power because of decrease in a drain of the river Kabul, and only Naglu's hydroelectric power station could work all the year round. In the capital of Afghanistan only 5% of the population could use the electric power.

Recovery work on two idle hydrounits began in the 2007th. The Afghan authorities signed the contract with the Russian company "Technopromexport", financing was carried out at the expense of the World Bank which allocated to the government of Afghanistan 32.5 million dollars.

In 2010-2012 two repaired hydrounits were started and transformers are replaced. In January, 2016 the World Bank allocated one more grant for 83 million dollars on further modernization."
