Military personnel of summary group Russian Defense Ministry liquidated the jam [natural dam] on the Bureya River

Deputy Ministers of Defence the general Dmitry Bulgakov and the colonel general Andrey Kartapolov arrived to the place of collapse of rocky soil in the bed of the Bureya River  in order to verify the implementation of the instructions of the President of the Russian Federation and the tasks Of the Minister of defense, as well as rewarding personnel who participated in the clearing of the blockage.

"Today we celebrate a special event, – Dmitry Bulgakov emphasized. – The major state task is performed – the threat of an emergency situation in the far Eastern region of our country has been eliminated ahead of schedule. In the most difficult climatic, geographical and geological zone the nature tested us in the most serious way  for durability".

Today length of the channel is about 210 meters, depth from initial level – more than 23 meters (depth is lower than a water surface - more than 5 meters), width on coast – from 100 to 150, and on a bottom from 80 to 120 meters. Current speed in a channel is more than 18 m/s, the volume of 1600-1700 cubic meters per second.

According to the results of the unique operation, more than 80 servicemen awarded departmental awards of the Ministry of defense of Russia and more than 300 people with the medal "The Participant of liquidation of consequences of emergency situations on the river Bureya".

In order to give an adequate assessment of the eminent actions of military specialists, all military personnel, it is advisable to reason by analogy.

What is the significance of the Chernobyl disaster of 1986?

Someone will say that this is one of many examples of accidents at nuclear power plants.

Another person will see in this event (symbolic) the beginning of a chain of global catastrophic domestic (Russian) and foreign policy events.

Let's assume, owing to any actions this accident of 1986 managed to be prevented. How would such (hypothetical) actions be estimated?

Some would refer such (hypothetical) actions as the standard operations which are regularly carried out on nuclear power plants.

Others would call similar (hypothetical) actions prevention of global disaster.

My thought consists that a certain subjectivity in estimates of the successful TIMELY ACTIONS PREVENTING ACCIDENT is inevitable.

A diversity of estimates is inevitable.

Personally my assessment is in range between the concept "the potential global problem is successfully resolved" (that is more adequate) and the concept "subglobal disaster is successfully prevented" (more modest option).

Having stated some arguments about the logic of my reasoning, I will draw a conclusion.      

SUBGLOBAL DISASTER IS EFFECTIVELY AND SUCCESSFULLY PREVENTED.
