(IPCET) Introduction and Overview The problem of utilization of large amount of solid propellant exists in many countries all over the world. This is because of objective needs to provide utilization of defect charges as well as charges of military rockets with expired service life. The problem has got special sounding recently in Russia in connection with obligations under START-2 Treaty. In accordance with this Treaty Russia has to destroy more than 400 rockets with the total propellant mass exceeding 22,500 tons [1]. Disposal, or SP utilization, can be made by various methods, one of which is open firing. Without going into details of the comparative analysis of the SP utilization methods proposed, let's note the simplest performance of open firing, its high production capacity and relative safety. These method characteristics provided at present its choice as a preferential one in the USA Joint Demilitarization Technology Program [2] and in the disposal of dangerous in handling specimens of military equipment in France [3]. Ecologically safe and economically efficient open SP firing means the process arrangement under the conditions of specialised enterprises with the maximum trapping of combustion products to neutralize substances harmful for the environment and trapping combustion products that can be recycled (recovered) in the national economy. The design of such enterprise for the needs of the Russian Program of utilization military rockets is being performed by Lockheed-Martin [1]. To validate this and similar projects it is necessary to perform tests on open firing (evaluation experiments on disintegrated rocket motors without nozzle) of large SP charges. The only test bench in Russia suitable for open firing charges up to 50t in weight is located at FR & PC ALTAI, Biysk, where the trial open firings of large SRP charges have been performed and tens of experimental firings are expected to take place for the near two years. It is known that the combustion products of contemporary solid propellants contain some dangerous for human life gas-components (nitrogen, carbon, chlorine oxides, hydrochloric acid etc.) and a great amount of aluminium oxide in aerosol state [1-4]. It’s impossible to prognosticate the real composition of SP combustion products in open firing, because of absence of reliable data about combustion completeness under such conditions. The preliminary trials at the test bench of FR & PC ALTAI showed that with completely opened aft and end closures of the rocket motor with SP charge mass of about 25 t the pressure inside the charge reached initially 10-12 atm and reduced to 3 atm during the next 40-50 seconds. The burnout of the last portions of the charge was accompanied with formation of black smoke that indicated a burnout of the thermal insulation polymeric coating. It can be expected that under open firing tests the substances corresponding to incomplete oxidation of the initial components will appear including benz-a-pyrens, dioxins, hydrocyanic acid etc. Some publications have such references [1,6]. Thus, the problem arises of quantitative estimation for harmful gas and condensed combustion product concentrations after open firing large SP charges and propagation of combustion cloud. This is necessary for evaluating the degree of the damage that might be done to the environment and developing methods of its reducing. The problem can be solved on the basis of the results of fundamental research work dealing with combustion of different-scale SP samples and numerical modeling of the processes of combustion clouds formation and propagation. It should be noted that detailed research work of the problem hasn't been carried out. As underlined in [3], there is no a legislation basis for test bench classification for open SP combustion in the international practice. Reliable data about combustion products composition in such non-standard conditions are not available. The effect of the environment pollution may become most expressed under conditions of the Siberian climate in winter time because of weak turbulent mixing in the atmosphere that results in propagation of combustion cloud for a long distance [7,8].
