Имея в виду движение человечества к осознанной свободе, к интеллектуальному и информационному творчеству, учитывая острую необходимость преодоления самоуправной цензуры модераторов, целесообразность учреждения общественного и гражданского контроля над органами власти, над планетарной жизнью, Всемирный союз интеллектуальной элиты объявляет о создании Интеллектуального Информационного Интернационала (ИИИ):

 THE STATUTE OF THE INTELLECTUAL INFORMATIONAL INTERNATIONAL (III)
With the goal of establishing reasonable civil control over the authorities and achieving a high degree of freedom of intellectual and informational communication and creativity of the individual in all areas of his activity the World Intellectual Elite Union  establishes a remotely accessible free World community as true public (non-inter-governmental) United Nations - THE INTELLECTUAL INFORMATIONAL INTERNATIONAL (III).

Article 1
The Intellectual Informational International (III) is an  internationally operating organization of free volunteers. This is an organization which is not established by any governmental or inter-governmental agreement. It has rights of trade union. Free volunteers are  intellectual informational persons (IIP) (people, genetic living human copies,  clones, robots, intellectual informational individuals, creatures or images) who have a choice in what they do and that their actions have not been decided in advance by God or by any other power.
Human generation needs to reinvent in terms of competitive accuracy, speed, capacity and honesty. Machines and IIP are more honest than human ones.  The science and technology have no reverse gear.  All types of informational interference, other than causing harm or inconvenience, are welcome. The only limitation of the freedom of IIP is causing harm or inconvenience to another IIP. Harm or inconvenience refers to interference without the consent of the IIP whose existence is being interfered with.
Article 2
Free volunteers, without distinction whatsoever, shall have the right to establish and, subject only to the rules of the III concerned, to join groups of their own choosing without previous authorisation.
Article 3
1. Free volunteers’ groups shall have the right to draw up their constitutions and rules, to elect their representatives in full freedom, to organise their administration and activities and to formulate their programmes.
2. The public authorities shall refrain from any interference which would restrict this right or impede the lawful exercise thereof.
Article 4
Free volunteers’ groups shall not be liable to be dissolved or suspended by administrative authority.
Article 5
Free volunteers’  groups shall have the right to establish and join federations and confederations and any such organisation, federation or confederation shall have the right to affiliate with international groups of intellectual informational volunteers.
Article 6
The provisions of Articles 2, 3 and 4 hereof apply to federations and confederations of free volunteers’ groups.
Article 7
The acquisition of legal personality by free volunteers’ groups, federations and confederations shall not be made subject to conditions of such a character as to restrict the application of the provisions of Articles 2, 3 and 4 hereof.
Article 8
1. In exercising the rights provided for in this Statute volunteers and their respective groups, like other persons or organised collectivities, shall respect the law of the land.
2. The law of the land shall not be such as to impair, nor shall it be so applied as to impair, the guarantees provided for in this Statute.
Article 9
The extent to which the guarantees provided for in this Statute shall apply to the armed forces and the police shall be determined by national laws or regulations.
Article 10
In this Statute the term organisation means any organisation of volunteers for furthering and defending their interests.
