Decentralization and package of reforms by Franak

Franak Via;orka and his ideas (as of October 29, 2020). Political essay.

On October 29, 2020, the material appeared: Dmitry Gurnevich “Advisor to Tsikhanouskaya: We are talking with representatives of Lukashenko. Through intermediaries. " (https://svabod1.azureedge.net/a/30919646.html) [unofficial translation]

Franci;ak (Frantishek) Valancinavi; (Franak) Via;orka (Viachorka), an advisor to Sviatlana Tsikhanouskaya, expresses thoughts ... These thoughts are so dubious, and their dubiousness is so obvious that we state out our (counter) opinion without much detail and without much preparation - right after reading this material.

1. Would we see both the legalization of the representatives of the Belarusian people and the collective governing body?

In the center of the interview is Franak Via;orka.

O'Kay...

Where is the legitimate president of Belarus?

Where is the government of Belarus? ...

2. The decentralization of protest.

Decentralization of protest is presented as a kind of special invention of the “Belarusian revolution”, as some particularly clever, skilled idea.

“There is no need to deal with structures for the sake of structures, with positions for the sake of positions. Our Belarusian revolution works differently, it works in a decentralized manner, from the bottom up. There are topics in these chats that Sviatlana should talk about ... It is very important for us not to turn this into a centralized vertical model. We prefer to maintain a decentralized model. It is important to listen to those in the fields, to those walking into the yards, to those on strike, and make sure they are creating structures. And we need to inspire them, provide them with support and protection. "

One can involuntarily recalls the comments of one world-class politician-practitioner ... Let's reformulate these comments ...

Who is speaking? A person keen on his own ideas? Or he is a person, who is far from life and from real politics?

In fact, this decentralization leaves the entire state apparatus of Belarus in complete bewilderment, objectively rallying officials and civil servants around Lukashenko.

Can a civil servant in charge of a certain area of work really take, really percept yard internet chats as a kind of boss?

An official, a civil servant needs a legal president and a legal government!

Decentralization of the protest leads, in addition, to some bewilderment of the governments of Europe and the Western World - “What is the status of the leaders of the decentralized protest? What are their powers [scope of authority]? How to support them if they have neither status nor clear scope of authority?”

If I were Lukashenko, I would find money in the cash register of state-owned enterprises to pay means for such ideas. Common people will walk the streets for another three months and they will get tired ... And Lukashenko will rub his hands with pleasure, reading yard internet chats ...

3. The Marshall Plan for Belarus is another myth, it's like the 500-day program.

“We also talk with everyone about the future of Belarus after the revolution and about the package of reforms, which we call the Marshall plan. This is financial assistance to Belarus during and after the transit period. This includes stabilizing the economy. Large corporations, including the ones from California, are preparing an investment plan. Soon there will be plans for big business, which plans to support the future of Belarus without Lukashenko. Our task is to show those who doubt, those who will not go out on Sunday, that if Lukashenko is not there, there is a clear perspective. There will be business, and work, and security, and a prosperous life, and opportunities. "

The inhabitants of Russia ate, already, enough  this kind of fairy tales - back in the 90s of the 20th century ...

There are smart people who know very smart secrets. And when they reveal these secrets to you, then you will be fine.

The Chinese were more practical people. Instead of hopes for people with secrets they hooked up to Russia and then to the United States. Plus 5000 years of civilization. Plus decades of  labor without, or almost without, salary. Plus a huge country with relatively large reserves of natural resources. Plus the economically powerful Chinese diasporas around the world ...

The Marshall Plan was especially effective for post-war Germany, a highly developed Western European country with centuries of economic tradition. This plan was carried out by the United States, a country, to where powerful emigration flows from Germany have been sent for centuries ...

Belarus, apart from troubles and even greater confusion in economic life, will get nothing from all these investment plans - not because investments are not needed, but because Belarus does not have an economy capable of effective assimilating investments on its own.

All of these mythical investment plans will turn Belarus into something resembling an agrarian Moldavia seeking to become part of Romania.

With a high probability, as a result of these mythical plans, Belarus will be robbed, but robbed in such a way that then there will be no political and moral opportunity even to criticize this robbery and make any claims ...

Shouldn't representatives of Belarusian people immediately take a course towards political integration with close in culture and in a history countries? With the Baltic countries, with Lithuania, with Ukraine - as with those states that are located on the territory of the former Grand Duchy of Lithuania? With Poland - as an ally of the Grand Duchy of Lithuania in the Commonwealth?

After such integration and investments will be effective ...

The course towards the northern countries is beyond doubt?

“We distinguish the Nordic countries as a separate category of partner countries. All to the north is one of our key allies. "

Who is meant by the "Nordic countries"? What interest will the Nordic countries have? Will it not be in the role of the main interest - a woodworking business with the subsequent disappearance of Bia;owie;a Forest (Belarusian Biosphere Reserve Belovezhskaya Puschcha) - the real wealth that Belarus possesses today? ... Still, Lukashenko somehow preserved this wealth ...

In general, many of the ideas expressed by Franak Via;orka in an interview raise deep doubts ...

Let's state our point of view.

Decentralization should be complemented by legalization and the creation of competent authorities - no additional reflections are required for such a movement.

As for economic plans, here it's necessary to move on to a collective and open discussion of the prospects for Belarus. Estonia's example should be taken as a fundamental basis - an economic success through integration into culturally close and friendly economies.

We are not discussing other ideas of Frantisek Viachorka here - for example, the inclusion of ГУБАЗіК and OMON in the lists of terrorist organizations prohibited by national governments [what is ГУБАЗіК?] ...

However, what can a general, an officer, or a soldier of OMON do for the Belarusian people without a legal president - if there are only yard internet chats? ...

In general, there is a feeling ... what is called ... "shadow is directing onto a fence" ...
