Интеллектуальное обеспечение политики Ирана

Справка-предисловие

Обзор проведен в контексте попытки порассуждать о ресурсах для  жизнеспасительного маневра израильского еврейства (еврейского населения Еврейского Государства Израиль) в возможной военной схватке цивилизационных гигантов «джихадизма» и «Запада» над его головой. Это мой очередной скромный вклад в инициативный Проект русскоязычных израильских социологов.

Комплекс иранских «мозговых центров» патронируется и обслуживает Expediency Discernment Council of the System (EDC), Совет по определению политической целесообразности  - совещательный орган при Высшем руководителе Ирана. В обязанности Совета входит разрешение конфликтных ситуаций между Советом стражей конституции и Меджлисом. Практически, приоритетной функцией является консультирование Верховного лидера.
Внутренняя и внешняя политика режима определяется только после консультации с Советом. Формально Совет призван действовать только от имени законодательной власти, но на самом деле выступает посредником между всеми бюрократическими ветвями, включая исполнительную. Состав почти гарантирует, что его решения отражают юридическое мнение Совета стражей исламской революции и, прежде всего, Верховного лидера.

Подразделения комплекса «мозговых центров».

1. Center for Borderless Security Doctrinal Analysis («Доктринальный аналитический центр по безопасности без границ», также известный как «Центр доктринальных стратегических исследований»).
Формально является иранской некоммерческой неправительственной организацией, но предположительно связанной с «Стражами исламской революции». Направленность – в 21 веке 1.обеспечение способностей к сдерживающему или наступательному противоборству с Западом, 2.упреждающее противостояние внутренним попыткам разрушения Исламской Республики. В формировании деятельности Центра использованы современные модели подобного назначения - TRADOC и  Коллеж де Франс, а также традиционные модели  периода становления Ирана, как государства, когда был накоплен и осмыслен опыт решения социо-психологических и политических проблем регионального масштаба.

TRADOC (United States Army Training and Doctrine Command) – «Командование по обучению и доктрине армии США», одно из основных звеньев командования армии США. На него возложена ответственность за подготовку войск и разработку оперативной доктрины. TRADOC управляет 37 школами и центрами в 27 различных местах. В этой структуре Школа передовых военных исследований (SAMS) включает три программы: более крупную программу перспективных военных исследований (AMSP); Программа перспективных исследований в области стратегического лидерства (ASLSP). Назначение программ – готовить командные кадры так, чтобы они были гибкими и адаптивными лидерами, которые критически мыслили на стратегическом и оперативном уровнях для решения сложных неоднозначных проблем. Они должны быть готовы иметь дело с разнородными проблемами, с которыми  сталкиваются в современных военных и правительственных операциях - в условиях мира, конфликта и войны.
Глава Центра, за плечами которого шестилетний опыт боевых действий в «священной войне», известен как один из вдохновителей «доктрины асимметричной войны» на Западе и известен в киберпространстве как один из командующих мягкой войной из-за его сосредоточенности на анализе и интерпретации зарубежных фильмов и сериалов и объяснении их воздействия на умы и сердца молодых людей. По его словам, СМИ - главное оружие в мягкой войне, а Голливуд - штаб врага в этой войне.

2. BARAN Foundation («Рост и развитие Ирана») – некоммерческая неправительственная организация с основным назначением – помощь правительству в организации национальной деятельности во множестве  различных областей. Руководитель – член Высшего Совета Культурной Революции. Примеры ткматики разработок – «Предпосылки и проблемы отношений между Исламской Республикой Иран и США», «Проблемы нравственной жизни» …
3. Center for Strategic Research CSR («Центр стратегических исследований») – ведущий «мозговой центр» в стратегической проблематике, концентрирует располагаемую страной стратегическую информацию. Центр является исследовательским и аналитическим звеном в системе Expediency Discernment Council («Совет по распознаванию целесообразности /в функционировании режима - предназначен для «распознавания интересов Исламской Республики» путем разрешения внутренних конфликтов в соотнесении с международным контекстом и миссией ислама/»).

 CSR имеет шесть отделений:

• Исследования проблем международной политики Ирана.
• Исследование международных отношений.
• Исследование проблем экономики.
• Исследование проблем в культуно-идеологической сфере.
• Исследования в правовой сфере.
• Отделение управления и информации.

Большинство экспертов центра – бывшие сотрудники МИД и разведки.
В 1992–2013 гг. CSR возглавлял Хасан Рухани – до того, как стал президентом Ирана.

4. Center for Strategic Studies. Это исследовательское подразделение канцелярии президента Ирана, аналог Центра стратегических исследований. Назначение – поддержка обоснованности государственной политики. В том числе, например, по переговорам, договорам и информационно-пропагандистскому обеспечению политики исследований в атомной сфере.

5. Centre for Strategic Studies of the Iranian Law Enforcement Force   (вариант англоязычного наименования - Centre for Strategic Studies of NAJA), мозговой центр и научно-исследовательский институт стратегических исследований в обеспечение синергии деятельности комплекса правоохранительных органов Исламской Республики Иран. Задача – избежать дублирования функций и функциональных пробелов.

6. Institute for Political and International Studies.

Институт политических и международных исследований (IPIS) - один из первых аналитических центров в Иране, создан после Исламской революции 1979 года с задачей проведения и поощрения исследований и исследований по вопросам, имеющим отношение к внешней политике Исламской Республики Иран.
Институт является структурным подразделением при заместителе министра иностранных дел по вопросам образования и науки. Состоит из экспертов Министерства, послов, дипломатов высокого ранга, профессоров университетов, исследователей и политических аналитиков в области международных отношений.

Научные и аналитические результаты Института предоставляются руководителям высшего звена и заинтересованным ученым в форме книг, журналов, бюллетеней и отчетов. Отличается активным использованием конференций, круглых столов и других форм широкого внутринационального и международного общения – для поддержания полноты и и глубины учитываемого фактологического и методического материала в исследованиях политических и международных отношений.

К проводимым еженедельно научным и политическим лекциям, посвященным международным проблемам, привлекаются видные иранские и зарубежные ученые, дипломаты и другие профессионалы.

7. Institute of Iran and Eurasia Studies

The Iran Eurasia Research Institute Научно - исследовательский институт Ирана Евразии , также известный как  Institute of Iran Eurasian Research Institute (Iras) - Институт Иран Евразийского научно-исследовательский институт, является независимой, частной, непартийной,  неправительственной организацией. Организация стремится изучать Среднюю Азию, Кавказ, Россию и восточных соседей Ирана. Институт имеет офис в Москве.  Председателем института был и, возможно, является посол Ирана в Российской Федерации, по профессии - он же доцент кафедры российских исследований Тегеранского университета .
Функциональный комплекс Института состоит из двух основных структур:
• Культурный / научный комитет, состоящий из известных ученых в данной области и бывших или действующих дипломатов, находящихся в командировках в изучаемых регионах. Они определяют исследовательские идеи и обеспечивают фактической информацией.
• Группа аналитической обработки, состоящая из молодых политологов.

8. Omid Iranian Foundation

Некоммерческая неправительственная организация, научно - исследовательский институт в области политических и социальных наук. Некоторые аналитики считают, что он стратегически функционирует как «реформистская политическая партия», поскольку имеет отделения по всей стране. Глава фонда публично подчеркивает, что цели организации не являются политическими, что она должна оставаться аналитическим центром для должностных лиц.

9. Ravand Institute for Economic and International Studies

Некоммерческая, непартийная неправительственная организация,  деятельность которой направлена на проработку основной политической проблематики Ирана. Основная форма работы - Ravand Конференция, ежегодный международный форум (названный в средствах массовой информации как Давос в Иране), где иранские и зарубежные должностные лица, корпоративные и бизнес - руководители, международные организации, НПО, СМИ и ученые взаимодействуют и обсуждают широкий спектр политических и экономических вопросов с целью внесения вклада в формирование политики. Конференция является подходящей площадкой для нетворкинга и встречи с потенциальными партнерами.

Information-preface

The review is conducted in the context of an attempt to speculate about the resources for the life-saving maneuver of Israeli Jewry (the Jewish population of the Jewish State of Israel) in a possible military battle between the civilizational giants of "jihadism" and "the West" over its head. This is my next modest contribution to the initiative Project of Russian-speaking Israeli sociologists.

The complex of Iranian "think tanks" is patronized and served by the Expedience Discernment Council of the System (EDC), the Council for Determining Political Expediency - an advisory body under the Supreme Leader of Iran. The Council is responsible for resolving conflict situations between the Council of Guardians of the Constitution and the Mejlis. Practically, the priority function is to advise the Supreme Leader.
The internal and foreign policy of the regime is determined only after consultation with the Council. Formally, the Council is called to act only on behalf of the legislative power, but in fact it acts as an intermediary between all bureaucratic branches, including the executive. The composition almost guarantees that its decisions reflect the legal opinion of the Islamic Revolutionary Guards Council and, above all, the Supreme Leader.

Divisions of the complex of "think tanks".

1. Center for Borderless Security Doctrinal Analysis ("Doctrinal Analytical Center for Security without Borders", also known as the "Center for Doctrinal Strategic Studies").
Formally, it is an Iranian non-profit non-governmental organization, but presumably associated with the"Guardians of the Islamic Revolution". Focus – in the 21st century 1. ensuring the ability to deter or offensive confrontation with the West, 2. pre-emptive opposition to internal attempts to destroy the Islamic Republic. In the formation of the Center's activities, modern models of this purpose are used - TRADOC and the College de France, as well as traditional models of the period of Iran's formation as a state, when the experience of solving socio-psychological and political problems of a regional scale was accumulated and comprehended.

TRADOC (United States Army Training and Doctrine Command) – "The US Army Training and Doctrine Command", one of the main links of the US Army command. He is responsible for the training of troops and the development of operational doctrine. TRADOC operates 37 schools and centers in 27 different locations. In this structure, the School of Advanced Military Studies (SAMS) includes three programs: the larger Advanced Military Research Program (AMSP); the Advanced Strategic Leadership Research Program (ASLSP). The purpose of the programs is to train team personnel so that they are flexible and adaptive leaders who think critically at the strategic and operational levels to solve complex ambiguous problems. They must be prepared to deal with the diverse problems that they face in modern military and government operations - in conditions of peace, conflict and war.
The head of the Center, who has six years of combat experience in the "holy war", is known as one of the inspirers of the "doctrine of asymmetric warfare" in the West and is known in cyberspace as one of the commanders of soft war because of his focus on analyzing and interpreting foreign films and TV series and explaining their impact on the minds and hearts of young people. According to him, the media is the main weapon in a soft war, and Hollywood is the enemy's headquarters in this war.

2. BARAN Foundation ("Growth and Development of Iran") is a non-profit non-governmental organization with the main purpose of assisting the government in organizing national activities in many different areas. The head is a member of the Supreme Council of the Cultural Revolution. Examples of the development topics are "Prerequisites and problems of relations between the Islamic Republic of Iran and the United States", "Problems of moral life" …

3. Center for Strategic Research CSR ("Center for Strategic Research") – the leading "think tank" in strategic issues, concentrates the strategic information available to the country. The Center is a research and analytical link in the Expediency Discernment Council system ("The Council for Recognizing Expediency /in the functioning of the regime-is designed to" recognize the interests of the Islamic Republic " by resolving internal conflicts in relation to the international context and the mission of Islam/").

 CSR has six branches:

* Research on the problems of Iran's international policy.
* Study of international relations.
* Research of economic problems.
* Research of problems in the cultural and ideological sphere.
* Research in the legal field.
* Department of Management and Information.

Most of the center's experts are former employees of the Foreign Ministry and intelligence.
In 1992-2013, the CSR was headed by Hassan Rouhani – before he became president of Iran.

4. Center for Strategic Studies. This is a research unit of the Office of the President of Iran, an analogue of the Center for Strategic Studies. The purpose is to support the validity of public policy. This includes, for example, negotiations, contracts and information and propaganda support for the policy of research in the nuclear sphere.

5. Center for Strategic Studies of the Iranian Law Enforcement Force (English version of the name - Center for Strategic Studies of NAJA), a think tank and research institute for strategic studies to ensure synergy of the activities of the complex of law enforcement agencies of the Islamic Republic of Iran. The goal is to avoid duplication of functions and functional gaps.

6. Institute for Political and International Studies.

The Institute of Political and International Studies (IPIS) is one of the first analytical centers in Iran, established after the Islamic Revolution of 1979 with the task of conducting and encouraging research and research on issues related to the foreign policy of the Islamic Republic of Iran.
The Institute is a structural unit under the Deputy Minister of Foreign Affairs for Education and Science. It consists of experts of the Ministry, ambassadors, high-ranking diplomats, university professors, researchers and political analysts in the field of international relations.

The scientific and analytical results of the Institute are provided to senior managers and interested scientists in the form of books, journals, bulletins and reports. It is distinguished by the active use of conferences, round tables and other forms of broad intra-national and international communication-to maintain the completeness and depth of the factual and methodological material taken into account in the research of political and international relations.

* The legacy of Imam Khomeini and foreign policy: ethics in international relations.

Prominent Iranian and foreign scientists, diplomats and other professionals are involved in the weekly scientific and political lectures on international issues.

7. Institute of Iran and Eurasia Studies

The Iran Eurasia Research Institute, also known as the Institute of Iran Eurasian Research Institute (Iras) is an Institute of Iran Eurasian Research Institute, is an independent, private, non - partisan, non-governmental organization. The organization aims to study Central Asia, the Caucasus, Russia and Iran's eastern neighbors. The Institute has an office in Moscow. The chairman of the Institute was and probably is the Iranian Ambassador to the Russian Federation, by profession-he is also an associate professor of the Department of Russian Studies at the University of Tehran .
The functional complex of the Institute consists of two main structures:
* A cultural / scientific committee consisting of well-known scientists in the field and former or current diplomats who are on business trips in the studied regions. They define research ideas and provide factual information.
* Analytical processing group consisting of young political scientists.

8. Omid Iranian Foundation

Non-profit non-governmental organization, research institute in the field of political and social sciences. Some analysts believe that it functions strategically as a "reformist political party", since it has branches throughout the country. The head of the foundation publicly emphasizes that the goals of the organization are not political, that it should remain an analytical center for officials.

9. Ravand Institute for Economic and International Studies

A non-profit, non-partisan non-governmental organization whose activities are aimed at working out the main political issues of Iran. The main form of work is the Ravand Conference, an annual international forum (named in the media as Davos in Iran), where Iranian and foreign officials, corporate and business leaders, international organizations, NGOs, media and scientists interact and discuss a wide range of political and economic issues in order to contribute to policy formation. The conference is a suitable platform for networking and meeting with potential partners.

Conclusion
