12в. Вызревание и осуществление маневра

В верхнем рисунке, к населению (желтая звездочка) со стороны окружающей – конкурентной среды обращены:

T - угрожающие факторы конкурентной среды.
O - благоприятствующие факторы конкурентной среды.
Население с его государственностью обладает, в аспекте перспектив существования:
S – сильные стороны населения с его государственностью.
W - слабые стороны населения с его государственностью.

Состоялся и продолжается процесс (синяя спираль):

1. Население формирует государство.
2. Государство проводит анализ перспектив выживания и благополучия в конкурентной среде обитания.
3. На основе анализа государство формирует стратегию St и планы выживания и благополучия в конкурентной среде обитания.
4. Государство руководит осуществлением стратегии и планов.

4а – по стратегиям и планам осуществляется воздействие на угрожающие факторы конкурентной среды T.
4в - по стратегиям и планам осуществляется воздействие на благоприятствующие факторы конкурентной среды O.

Tr – реакция угрожающих факторов конкурентной среды T на 4а (ослабление влияния, остановка, ликвидация).

Цитирую общепринятое определение:

Государственность это обращенность населения, включая его государство, к населениям, включая их государства, в международной среде и к факторам в природной среде.

Повторю формулу «обращенности» к «Западным» и антиджихадистским населениям и их государствам в международной среде:

- для того, чтобы территория Израиля, его оборонный потенциал был ЭФФЕКТИВНО использован для задержки и ослабления анти-«Западного» наката, вам надо СВОЕВРЕМЕННО и ДОБРОТНО СОДЕРЖАТЕЛЬНО проявить отношение к израильскому населению, как к СВОИМ СОГРАЖДАНАМ, перед которыми вы взаимно равно ответственны. Практически это означает согласованные с израильским руководством эвакуация, при необходимости, гражданского населения и соучастие вооруженной силы Запада на региональном фронте противоборства с анти-«Западной» агрессией.

На предвоенном этапе это должна быть явная (в частности, для сдерживания боевых устремлений возможного агрессора) ПОЛИТИЧЕСКАЯ, ПРОПАГАНДИСТСКАЯ  РАБОТА в сочетании с оправданными ДЕМОНСТРАЦИЯМИ БОЕСПОСОБНОСТИ Израиля, включающей  партнерские и союзнические отношения.

В случае, когда Большая джихадистская война приходит на территорию Израиля. К этому моменту должна быть осуществлена обустроенная эвакуация гражданского населения, а в оборонной войне вместе с Израилем воюют ЭКСПЕДИЦИОННЫЕ РЕГУЛЯРНЫЕ военные силы «Запада», заинтересованного в целесообразном уровне задержки и ослабления джихадистского наката.

Повторю задачу, поиску решения которой посвящен предлагаемый в этом блоке моих «произведений» атлас концептуальных схем:

-выявить в израильском еврейском населении (с примыкающим к нему нееврейским израильским населением) с его государственностью – выявить потенциал такого проявления 4а и 4в, которое обеспечивало бы реагирование социальной и природной среды, способствующее длению и благополучию существования.

Этот потенциал является системой с двумя подсистемами:

- Субъект управления населением в направлении обеспечения дления и благополучия существования.
- Объект управления - потенциалы поведенческих проявлений населения в направлении спечения дления и благополучия существования. Потенциалы поведенческих проявлений могут быть использованы для поддержания (это S) или для препятствования (это W) 4а и 4в.

Маневроспособное состояние – подсистема в среде израильского еврейского (и сущностно примыкающего к нему нееврейского – друзы и пр.) населения, которая обладает потенциальной способностью к осуществлению жизнеспасительного маневра.
Израильское еврейское население в самом общем случае, под углом зрения указанной задачи, я бы разделил на три характерных сегмента:

А) существенно озабоченные длением жизни. Существенно – это значит, не позволяя себе самообманываться и расслабляться, заняты или пытаются найти возможности заниматься поиском путей к обеспечению минимизации потерь израильских евреев в ситуации, если территория Израиля станет одним из ТВД (театров военных действий) в военной схватке глобальных гигантов. 

Б) живущие сегодняшним днем, без существенной озабоченности будущим (может быть, с воображаемой озабоченностью воображаемым сверхдальним будущим типа каббалистов М.Лайтмана, см. сборники «Поезд в смерть» и «Нас дурят!»)

В) в той или иной степени подготовлена возможность своевременной и обустроенной эвакуации с угрожаемой территории (дети или иная родня уже проживают далеко от ближневосточного региона; есть деловые связи, которые могут быть использованы для своевременной и обустроенной эвакуации – подобное имело место в Германии и других европейских странах при нарастании гитлеровской практики «освобождения территории арийского интереса от евреев», см. сборник «Мои европейские евреи»).

Инициация жизнеспасительного маневрирования и организация такого маневра израильского еврейского населения может исходить из сегмента «А» и проявляться в его воздействии на сегменты «Б» и «В». А в самом сегменте «А» может зародиться, соорганизоваться и начать действовать лидерская группа процесса.

В нижнем рисунке  показана, опять-таки - в самом общем виде, функциональная схема осуществления жизнеспасительного маневра.

В среде еврейского населения и его государственности зарождается маневроспособная подсистема с руководящим и исполнительскими звеньями в ней. Проводятся исследования внутренней и внешней среды.

Выявляются возможности формирования и осуществления таких проявлений в мировую контекстную среду, которые окажутся парирующими назревающую или уже реализующуюся гибельную угрозу израильскому населению.

In the upper figure, the population (yellow asterisk) is addressed from the side of the surrounding – competitive environment:

T - threatening factors of the competitive environment.
O - favorable factors of the competitive environment.
The population with its statehood has, in the aspect of the prospects of existence:
S – the strengths of the population with its statehood.

The process took place and continues (blue spiral):

1. The population forms the state.
2. The state analyzes the prospects for survival and well-being in a competitive environment.
3. Based on the analysis, the state forms a development strategy and plans for survival and well-being in a competitive environment.

4a-strategies and plans are used to influence the threatening factors of the competitive environment.
4b-strategies and plans are used to influence the favorable factors of the competitive environment.

Tr is the reaction of threatening factors of the competitive environment T to 4a (weakening of influence, stopping, liquidation).
Or is the reaction of favorable factors of the competitive environment T to 4b (use, redundancy).

I quote the generally accepted definition:

Statehood is the appeal of the population, including its state, to the populations, including their states, in the international environment and to factors in the natural environment.

I will repeat the formula of " addressing "the" Western " and anti-Jihadist populations and their states in the international environment:

- in order for the territory of Israel and its defense potential to be EFFECTIVELY used to delay and weaken the anti - "Western" onslaught, you need to show a TIMELY and SOUNDLY MEANINGFUL attitude to the Israeli population as to your FELLOW CITIZENS, to whom you are mutually equally responsible. In practice, this means the evacuation, if necessary, of the civilian population, coordinated with the Israeli leadership, and the complicity of the Western armed forces on the regional front of the confrontation with anti-"Western" aggression.

At the pre-war stage, this should be explicit (in particular, to deter the military aspirations of a possible aggressor) POLITICAL, PROPAGANDA WORK in combination with justified DEMONSTRATIONS of Israel's COMBAT CAPABILITY, including partnership and allied relations.

In the case when a Big jihadist war comes to the territory of Israel. By this time, a well-equipped evacuation of the civilian population should be carried out, and the REGULAR EXPEDITIONARY military forces of the "West" are fighting together with Israel in the defensive war, which is interested in the appropriate level of delay and weakening of the jihadist roll.

I will repeat the task, the atlas of conceptual schemes proposed in this block of my "works" is devoted to finding a solution to this problem:

- to identify in the Israeli Jewish population (with the non-Jewish Israeli population adjacent to it) with its statehood-to identify the potential of such a manifestation of 4a and 4b, which would provide a response of the social and natural environment that contributes to the renewal and well-being of existence.

This potential is a system with two subsystems:

- The subject of population management in the direction of ensuring the continuation and well-being of existence.
- The object of management is the potentials of behavioral manifestations of the population in the direction of ensuring the well-being of existence. The potentials of behavioral manifestations can be used to maintain (this is S) or to hinder (this is W) 4a and 4b.

Maneuverable state is a subsystem in the environment of the Israeli Jewish (and essentially adjacent to it non – Jewish-Druze, etc.) population, which has the potential ability to implement a life-saving maneuver.
In the most general case, from the point of view of this task, I would divide the Israeli Jewish population into three characteristic segments:

A) significantly concerned about the continuation of life. Essentially – this means that, without allowing themselves to deceive themselves and relax, they are busy or trying to find opportunities to search for ways to minimize the losses of Israeli Jews in a situation if the territory of Israel becomes one of the theater of operations (theaters of military operations) in a military battle of global giants.

B) living in the present day, without significant concern for the future (maybe with an imaginary concern for an imaginary ultra-distant future like the Kabbalists of M. Laitman, see the collections "Train to Death" and " We are being fooled!")

C) the possibility of timely and well-equipped evacuation from the threatened territory has been prepared to some extent (children or other relatives already live far from the Middle East region; there are business connections that can be used for timely and well-equipped evacuation – this happened in Germany and other European countries with the increasing Hitlerite practice of "liberating the territory of Aryan interest from Jews", see the collection "My European Jews").

The initiation of life-saving maneuvering and the organization of such a maneuver of the Israeli Jewish population can come from segment "A" and manifest itself in its impact on segments "B" and "C". And in the "A" segment itself, a leadership group of the process can be born, co-organized and begin to act.

The lower figure shows, again-in the most general form, the functional scheme of the implementation of the life-saving maneuver.

Among the Jewish population and its statehood, a maneuverable subsystem with leadership and executive links in it is emerging. Studies of the internal and external environment are carried out.

The possibilities of the formation and implementation of such manifestations in the world context environment are revealed, which will turn out to fend off the imminent or already realized fatal threat to the Israeli population.
