Found a solution! But you can't do without an e-rating!
The problem I see is that in the first 3-4 rounds the Leaders play with the weak... How to pack the draw? Elementary Watson! - Participants at the start are added virtual points!! Let's say this - 1-16 by 4 17-32 by 3, etc. Basically, in a 9-round tournament, you can form 18 groups of 9 by 8.5 by 8, etc. points in increments of 0.5 points
Added points are taken into account only in the draw. With each round, the added points decrease ... For example, in the group 1-16 in the second round, an addition of 3 points in the third is 2, etc.
The boundaries of the groups, the number of points added during the draw can be adjusted depending on the rating ... For example, the 1st group - 1-5 and points are added by 6 and of course we shoot all the first 6 rounds.
Separately, you can adjust when you need to replace virtual points. Let's say the participants have 3 virtual points. They can be replaced from the first round and stretched over 6 rounds. Or, alternatively, when drawing lots, simply replace virtual points with real points. Or, as an option - to shift the virtual glasses. All this can and should be discussed. And here, in a certain sense, there is freedom for the organizers.
The main thing is that virtual points only affect the draw... It is clear that in this case the weight of points for leaders and outsiders is different. But now it is "hypocritically" ignored. Which leads to a bunch of draws between the leaders... That's why you need to use the E-rating.
However, there is a simple solution - use "Buchholz" or "Berger" for ranking.
It should be noted that ranking by these "additional" indicators in most cases, as statistics show, leads to a more adequate ranking.
The problem of using these more complex indicators lies in the rigidity of administrative and judicial services. However, in the yard of the 3rd millennium, and everyone has devices for calculations.
And by the way, there is a great example. Aeroflot open blitz, where Grischuk was late for the start.
Let's say the algorithm of "virtual" or "toss" points would be included. The leaders, including Grischuk, would have 4 points. And he would have entered the draw for the second, double round with 4.5 points. (After all, he won half a point with the young Volodar Murzin.) As a result, he would have played on the 5-6 table. And so he was making excuses on the 40th table.
