Hospitality Paradox

From the first day in Albania I was impressed by local  hospitality. On the trip to Tirana from Elbasan people helped me with everything. Someone not only accompanied me to the place of my destination and even helped there to handle everything. It was so unusual and amazing! I have been living here for two years and still feel the same attitude  on the streets  in any place I visit.
How come-such coherence ? Is that taught at schools or by media?

At the same time with other types or help the attitude is quite opposite . As I need help in different areas of life, it a constant issue. And I cannot get  any needed things be it just a phone number or how and where to find the needed specialists
Its such a strange  puzzling  contradiction
Hospitality finishes up on the streets?

Seems as in this country likes only visitors  and not those, living here and it is on all levels -government organizations as well as just citizen themselves

Recently I asked online expat group for help in finding  accountant to make yearly tax return. I was referred to website. There a person  offered accountant with fair payment for the job, but for contact he asked fee 4 times more (calling it consultation!!!)
Is that what the Paradox of Hospitality about?... maybe
