Tourists of the Russian resort who fell asleep at the Eternal Flame were arrested
In Gelendzhik, administrative arrest was imposed
on tourists who fell asleep by the Eternal Flame.      

In Gelendzhik,
the court appointed two tourists from the Sverdlovsk region
who fell asleep at the Eternal Flame memorial complex,
administrative arrest.         

About this "Tape.<url>" was informed by the joint press service of the courts of the Krasnodar Territory.    

The men were found guilty under article 20.21 ("Appearing in public places while intoxicated") The Administrative Code of the Russian Federation and was arrested for seven days.

It was established that on July 3, the men had too much alcohol and fell asleep on the street.   
They were found sleeping by the police while patrolling the embankment and detained.

Earlier it was reported that a foreigner was arrested in the Moscow region who scattered wreaths at the Cranes monument.

The memorial at night is not exactly a public place for parents with children to visit: children usually sleep at night in their parents' house, and parents sleep at night in the house where their children sleep. Why, the understanding of a "public place" where there are no children and parents days at night, it is unlikely that night and night time is a "public place" in the understanding of a "public place during the day".

And the problem: that there are no night buses in the resort town Gelendzhik, so  tourists and guestss have no one to ask the way to their hotel and to their tourist complex at night.
There is no night buses, perhaps there is no service and services to bring tourists to the hotel and campsite: or at least to ask the local driver of the night bus: "Listen! Bro! Brother! Where are we? Is it far to walk back to our campsite? We got drunk here and got lost at your place."

In England, young people and tourists come to spend the whole night at the high stones of Stonehenge.
There is something about obelisks and tall stones that attracts a romantic person to be near. And fire also attracts people from ancient times to stay nearby and watch: people burn bonfires, sit next to each other and watch. This calms the human nervous system. So they fell asleep, apparently. These are human physiology, auras, and bioenergetics.

Уснувшим у Вечного огня туристам российского курорта назначили арест
В Геленджике   назначили административный арест
туристам, уснувшим у Вечного огня.       В Геленджике суд назначил    двум туристам из Свердловской области,    которые уснули на мемориальном комплексе «Вечный огонь»,
административный арест.         Об этом «Ленте.ру» сообщили    в объединенной пресс-службы судов Краснодарского края.     Мужчин   признали виновными по статье 20.21    («Появление в общественных местах в состоянии опьянения») КоАП РФ     и арестовали на семь суток.
Установлено, что     3 июля мужчин перебрали с алкоголем и уснули на улице.    Их спящими нашли полицейские при патрулировании набережной и задержали.
Ранее сообщалось, что в Подмосковье арестовали иностранца, разбросавшего венки у памятника «Журавли».

Мемориал ночью не совсем общественное место для посещения родителей с детьми: дети обычно ночами спят в доме родителей, и родители ночами спят в доме, где спят их дети. Отчего, понимание "общественное место", где нет детей и родителей деней ночью, вряд ли ночь и ночное время это "общественное место" в понимании "общественное место днём".

А проблема: что нет ночных автобусов  в курортном городе и туристам некого ночью темно спросить дорогу до их гостиницы и утристического комплекса.
Нет ночного автобуса ,  возможно, нет сервиса и  услуги подвести туристов до гостиницы и турбазы: или хотя бы спрость у водителя ночного автобуса:  "Слушай! Брат! Где мы? до нашей турбазы далеко? Мы тут выпили и заблудились у вас."

В Англии молодёжь и туристы приходят на всю ночь побыть у высоких камней Стоунхенджа.
Есть что-то такое в обелисках и в высоких камнях, притягивающее романтикой человека побыть рядом. А огонь тоже манит человека изревне побыть рядом и посмотреть: люди жгут костры, посидеть рядом и посмотреть. Это, успокаивает нервную систему человека. Вот и заснули, видимо. Это физиология, ауры, биоэнергетика человека.
