Our task is to show that the ideal (religion, ideology) and the material (scientific and technological progress) periodically determine the prospects for world development. Our second task is to prove that the rhythms of history are subject to strict physical laws. Our explanation and substantiation of the strict periodicity of processes in the history of Russia will be carried out on the basis of the analytical philosophy of K. Hempel and his theoretical position that "general laws have fairly similar functions in history and in the natural sciences". (Carl Gustav Hempel, The Logic of Explanation, House of Intellectual Books, Moscow, 1998).

The main ideas of the "Program Statement": the role and collapse of ideals; universal human values exist in a concentrated form in the socialist idea; fundamentally new theoretical results adequate to our time are required; it is necessary to have a clear program of action that could unite like-minded people; existing economic ideas are bad; the market should be a means of achieving the social goals of society. I support the position of the "Policy Statement" and am ready to share my thoughts on this matter. We will talk about theory. Indeed, we need logic, continuity and reliance on dialectics. What is the weakness of the "Program Statement"? It takes the last 10 years as a base period, and forecasts can be made for no more than one third of this period. So, three years ahead. At the same time, the communist perspective was already outlined by the utopian socialists and put on a scientific basis by the classics of Marxism-Leninism. That is, one hundred and fifty years ago. Such a base period allows us to make a confident forecast for 50 years ahead. And 72 years of Soviet power - for 25 years ahead. This is, if not a prospect, then at least an interval of time sufficient for a serious conversation... Summarizing and developing the theory of potentials, we can come to the conclusion that the state policy is built (the state is a set of external relations - by analogy with the expression that "a person is a product of the environment") on the basis of an analysis of the correlation and development of these ratios between the potentials of the state and other states.  And since all the potentials of the country are nourished from one source, the potential of the economy could be raised only at the expense of other potentials, namely: ideology, military potential, scientific potential, and others. This means that the "collapse of ideals" is natural. At the same time, universal human values are not yet the worst of the variants of the degeneration of ideology. However, the general state of the state (so to speak, its "capital") corresponds to the product of potentials, and therefore too great a decrease in ideological, for example, potential can not only nullify an increase in economic potential, but also lead to a collapse altogether. (This is all reminiscent of the failures of the "great leaps" in China). What is the way out of the situation? Is it possible to develop quickly? There is a way out and it is possible to develop at the speed of Japan. However, for this one thing is needed - an accurate (to mathematical accuracy) calculation. On unequal exchange with everyone: with capitalists, with workers, with peasants, with the intelligentsia, etc. Because there is no (or rather, forgotten) theory of exchange by K. Marx, on the basis of which he made his scientific forecasts. Let us recall how K. Marx substantiated the need for a socialist revolution: the theory of exchange closed to production showed that income is distributed in proportion to capital. This leads to an increase in property inequality. The Revolution of 1917 abolished private ownership of land, factories and other material carriers of property. In particular, it has socialized information. And the latter is a dual category in relation to matter. And the conclusion in relation to it should be exactly the opposite: to ensure the equality of people, a complete informatization of society is needed! Distorting the socialist idea, we have replaced one (material) oppression with another - ideal. Moreover, we have combined the state's monopoly on public property with the monopoly on its power, the basis of which is the ideal part of human activity - information. The roles of material and ideal property in exchange are opposite. Therefore, in the socialist idea, the goals in relation to the material and ideal bearers of property should also be opposite: the socialization of material property and full private information. The latter, apparently, is the essence of the human factor. The importance of information in modern life is growing. An information society is emerging. Its importance for production and exchange can hardly be overestimated. The one who owns information often owns more than material values. The rise of our administrative-command system is associated with its monopoly on information, with secrecy. Secrecy, in addition to its obvious benefits, has such an essential side as inhibition of the spread of the economy, science, ideology, information, etc., and neglect of innovations that have not been classified as secrecy. The problem of the dynamism of the movement of information arises, provided that it is preserved and targeted. It is na;ve to hope that someone will voluntarily abandon such a symbol The right of not only a legal entity, but also an economic person is a clear conclusion of the principle of democracy. Propaganda of equivalent exchange among the population is a worthy prospect for the development of socialism on its own basis in modern conditions. The monopoly on information is manifested primarily in the unequal exchange of the state with enterprises. It can be argued that unequal exchange is a global reason for the slowdown in the socio-economic development of our country. Indeed, if the exchange is made in favor of the state, then it is not profitable for the enterprise. On the contrary, if the exchange is beneficial to the enterprise (in the absence of clarity in the establishment of the equivalence criterion, this is sometimes the case), then the exchange is not beneficial to the state. Only equivalent exchange is the basis of progress. And equality in exchange is nothing flat. Democratization and legal support are a necessary condition for ensuring the equivalence of exchange (market).  This is the historical logic of perestroika precisely on the path of further development of socialism. The essence of the future revolution will be the overthrow of the power of the owners of information. But it is not enough to proclaim this overthrow. It must be implemented. And this cannot be done without a party that sets itself such a goal. And without an appropriate Program. The direction of informatization corresponds to the world trend. The presence of full awareness in economic activity is a guarantee of ensuring the equivalence of relations between the subjects of our society. And the latter have the property of stimulating scientific and technological progress and creating abundance when prices are falling. The introduction of the market is the first step in achieving equivalence in exchange. A spontaneous market gives equal information to the parties only at first glance. And the epoch makes it possible to introduce not only a market, but also a pricing mechanism in which the freedom of prices will be in organic unity with the management (not to mention control) of prices. The same. As it was under socialism but taking into account two points.1. In addition to labor costs, the cost of resources (including funds) should also take into account such factors as environmental and information costs (science, culture). Costs should be average between each two equal participants in the trade exchange. If the second participant is a state, then its labor costs should be valued according to world standards and indicators. The adoption of the concept of informatization of society allows: .-.to build a successive goal - the struggle for further expansion of the equality of members of Russian society;- to give logic to the processes for the period of creating the necessary conditions for the next step in achieving a social-democratic alternative;- to link the processes in society with the scientific and technical process and the direction towards the informatization of society;- to include science, culture into the economy;- to correctly develop the tactics of full awareness of society without prejudice to social processes;- to create a basis for resolving national issues, since the genome should be considered the same product as consumer products: equality in exchange is an expression of actual equality;- the identification of inequality in exchange (due to the formation of surplus value) creates the basis for social policy, state regulation of the residual phenomena of the existing The introduction of information into the model of the economy makes it possible to give a more accurate mathematical and physical Since all labor factors: labor costs, the amount of produced product, resources spent, cost and the amount of information are interrelated, each of them can be expressed through others. Therefore, it turns out that each factor can be expressed through information. For example, from the dimension of information, it is possible to obtain an estimate of labor costs in the form of the product of three components: tons . Kilometers. Speed. Such a measure of estimating labor costs in transport has not been used until now, although its advantages are obvious. Thus, the processes in Russia are developing in strict accordance with the laws of dialectics in the direction of a social-democratic alternative. Modernity has not only posed new problems but has also provided new means by which these problems can be solved more accurately.
