Power Model 1
Sholokhov Vitaly
From the standpoint of Biocosmology: Power is a complex sensual supersystem of culture. There are many theoretical problems associated with it. For example: The nature and essence of political power; The concept, structure and functions of political power; Correlation of legality and legitimacy of power; Types of legitimacy of political power; Leadership in the system of power; And others.
From Nietzsche's point of view, power is a kind of primordial principle of all that exists, and the will to power is the driving force of all living things.Nietzsche F. SOC.: In 2 vols. T. 11. P. 82.) This "first principle" is determined by the laws of Nature, the fulfillment of which can be called allegorically "Striving for the Goal." The modern German philosopher and sociologist N.Luhmann expressed this idea as follows: "Power is the life-world universal of the existence of society" (Luhmann N. Power. Moscow, 2001. S. 139. ). This means that the phenomenon of power is inherent in society as such. It takes place throughout human history, in all spheres of social life - in economics, politics, culture, religion, etc. In all countries and regions. Power is one of the universal concepts of social philosophy. [RAGS. Textbook "Philosophy"]"Mechanisms of effective functioning subsystems of culture are initially formed as instruments of Power." [A.P.Nazaretyan "Stable Disequilibrium and Synergetic Model of Culture" [in the collection of studies "SYNERGETICS, PHILOSOPHY, CULTURE": M. RAGS Publ., 2001. C.114
There are many different definitions of political power. At present, more than 300 definitions of power can be counted in the scientific literature. The most famous is the idea of power by Mshvenieradze: "Power is control over resources that are significant for society through their possession with limitations." [RAGS. Textbook "Philosophy"]"Functions of power:- integrating (aimed at uniting, rallying the people as a whole);- regulative (directs the energy of the masses to the creation of mechanisms that regulate the life of society);- motivating (formulated by the priority motives of political activity);- repressive (designed to maintain order and legality);- stabilizing function contributes to the sustainable development of society." [Humanitarian and legal portal PSYERA]
"Legalization of state power is a legal proclamation of the legitimacy of its emergence (establishment), organization and activity. Under normal conditions, the legalization of state power is carried out, first of all, by constitutions. The legalization of state power, its bodies, their powers, and the procedure for their activities is also carried out by other legal acts: laws (for example, laws on the election of parliament and the president, laws on the government, on the judicial system, presidential decrees, government decisions, court decisions (for example, the Constitutional Court and other courts considering disputes about powers between state bodies), etc.etc." Legalization of state power is not enough for its activities
. The legitimacy of state power is also required. The legitimacy of state power is expressed in its support by the population. This support can be expressed in thoughts, feelings, but above all in actions. It finds its expression in the results of voting in the elections of parliament, president, and other bodies, in the results of referendums, in mass demonstrations of the population approving certain measures of the government, in mass demonstrations of the population in defense of state power in the face of attempts at coups d';tat. Support for state power or its absence can be evidenced by public surveys, questionnaires, and the holding of various public events (for example, the organization of a national discussion of the draft constitution)." Power Model 1: Heart ModelWe use the biological model to study the processes of legalization and functioning of state power
. It is proposed to apply a triadic approach to the consideration of the essential foundations of state power.
Biocosmology put forward a "triadic (three-dimensional – Triune Organic, Evolutionary) approach to the consideration of the methodological foundations of modern scientific and philosophical activity. This approach assumes the simultaneous existence (with a natural alternate domination) of three types of realistic autonomous spheres of life, "sensual supersystems" [Pitirim Sorokin].The sensual supersystem includes sensual science, sensual philosophy, a kind of sensual religion, sensual art, sensual ethics, law, economics, and politics, along with the prevailing sensual types of personal development and behavior of social groups, lifestyle and social institutions." [Fundamental Provisions of Biocosmological Development]
Let us quote from the "Fundamental Principles of Biocosmological Development" one more quote: "At the physiological level, this fundamental (Triadic) approach is also obvious to us due to our general knowledge of the simultaneous and autonomous (as well as alternate, in terms of dominance) functioning of three divisions (subsystems) of a single (integral) autonomic nervous (super)system: parasympathetic, (ortho)sympathetic and metasympathetic (in relation to the latter, in the English-speaking scientific environment, References are usually made to the example of the enteric nervous system)." (Ortho)Sympathetic nervous system , < > Metasympathetic nervous system < > Parasympathetic nervous system.
If we draw an analogy between the nervous system of the body and the political system of the state, then the Democrats are the (ortho)sympathetic subsystem, and the Republicans are the "parasympathetic subsystem". The state administration apparatus – the "metasympathetic department of the autonomic nervous system" – has autonomy and is corrected by ortho- and para- subsystems. It functions on the basis of "local reflexes" - laws. The heart can function in conditions of complete autonomy. But in the body, the work of the heart is determined by external circumstances, the state of the controlled system, connections with other organs and the logic of functioning.
Model Analysis 1.
In the model under consideration, all its parts belong to a single organism. The same cannot be said of social movements or even of their parties. It is clear that the selected control subsystems are open and have a variable composition. Their management is of a relay nature - only at the end of the presidential elections. Obviously , there will never be such a perfect system of government that the heart possesses. Well, maybe in the distant future, when all of humanity will function as a single organism. Obviously, the Democrats and the Republicans are two socio-cultural organizations between which there is a constant fierce competition. However, this competition has the peculiarity that competitors do not destroy each other, but are divided into several parties.
The Power Model 2: "Competition" will be discussed in the second part of the Essay.12/17/2016
