The secrets of utility payments, in modern reality. An essay on contemporary history.


When two court orders for the collection of "utility payments" were issued against my name, I compared (juxtaposed) several circumstances.

(1) I am a relatively diligent payer of taxes and utility bills;

(2) According to radio reports, the total debt of the population for mandatory payments is enormous, and this debt is increasing;

(3) The issuance of court orders and of other related documents is a job; if court orders will be issued in relation of all debtors, then - using artistic exaggeration (hyperbole) - the sky will be closed with court orders.

By comparing these circumstances, I discovered the FIRST SECRET: I assumed that resource supply organizations (utility companies) acquire the traits of repressive bodies - requests for the issuance of court orders are directing against individuals - "individuals subject to utility payments repression."

A few months later, I came across information: a great athlete (and a beautiful woman), who moved abroad and bought comfortable real estate, - she here, in native country, turned out to be in debt. I don't remember all the details, but briefly, the storyline is as follows - she owned several land plots (or one land plot). While she was among the "positive figures," no one remembered these payments (for the land plot). But as soon as she said or did something unpleasant for the upper echelons (upper classes), information about the debt immediately appeared. The debt became official; debt became the property of the press.

However, the great athlete (and beautiful woman) lived abroad, and the authors of the publications were at some loss: what to do?

The great athlete (and beautiful woman) made some (separate) unpleasant step, but then she stopped attracting attention to herself. The publications in the press about her debt have subsided.

The great athlete (and beautiful woman) was initially a 'positive figure', then she moved into the category of "individuals subject to quasi-utility payments repression," but then she transitioned into the layer of 'figures on the hook'.

This information allowed me to supplement my opinion about the FIRST SECRET: there are not only those who are subject to 'utility payments  repressions', but also others: 'positive figures' and 'figures on the hook'.

Today (August 28, 2025), I'm reading: the great athlete (and beautiful woman) has returned, almost secretly, to the most wonderful country in the world. She paid off her debts: both tax and utility. The total amount of all her payments is approximately 2 (two) million rubles.

I would especially must to emphasize: as follows from the press, statements regarding the issuance of court orders (against her) were not sent, and no court orders were issued. Several of her bank accounts were frozen, - but these actions did not affect her, as she a permanent resident of the shores of the Atlantic Ocean (or the Mediterranean Sea). It was neither cold nor hot (for her) from these actions. It was just a "sign".

Now, after settling her debts, her bank accounts (here, in local banks) have been unfrozen.

Such information seemed to me even more interesting.

The person lives abroad. This fact is well-known and can be easily proven. How can utility debts arise? How can a person living on the shores of the Atlantic Ocean (or of the Mediterranean Sea) consume utility services here, in the best country of the world?

It is clear that we are not talking about any tenants - this is clear to anyone who understands the patterns of modern local life.

Let's try to reason this out. Take the scenario: there is a meter (a counter). A person is absent. She (He) does not consume communal services. But there is no need to talk about 'common sense' and 'fairness'.

There are rules according to which meter readings should be regularly sent to the resource supply organization. A person permanently residing abroad does not fulfill this duty. If so, then she (he) is switched to a standard rate - she (he) must pay a predetermined (in advance) amount every month. 

A person is busy - for example, person is visiting a gym as well as a beach on a shore of Atlantic Ocean or the Mediterranean Sea. The person is not making monthly payments (according to the standard rate).What happens in this case?

The first version: the property owner becomes a debtor for utility payments, and the utility company disconnects such owner from the supply of resources. This course of action is well-known and natural (logical).

If the debtor is indeed consuming the resource, such person get dressed and run to the utility company to resolve the issue - to restore the supply of a resource. And if she (he) do not show up at the utility company's office, it means she (he) is not consuming this resource, and the formation of an astronomical debt is a questionable act (if we do not use the wording of the laws).

Version two: the debt is getting bigger and bigger, growing to astronomical sizes.

Which option seems the most realistic? 

Let's slightly change the way we look at the situation.

A person has returned from a gym or has run up home in sporting attire from a beach on the shores of the Atlantic Ocean or the Mediterranean Sea. Without knowing for what reason, she (he) sits down at the computer, types an Application (Statement) about the disconnection of the supplied utility resource. She (he) then send (via email) this Application to the utility supplying organization.

Option one: the utility supplying organization, upon receiving the Application, disconnects the resource supply for the applicant. The debt is 'stopped' (debt stops growing) at the very beginning.

Option two: something 'happens' about this Application, the resource supply is not disconnected, and the debt continues to grow larger and larger, reaching astronomical sizes.

Which option seems the most realistic?

I think there are some citizens who have their utilities disconnected, and this does not harm their interests, as they do not consume such utilities - for some reason.

I'm reading about the great athlete (and the beautiful woman) who returned, almost secretly, to the most wonderful country in the world. She paid off the "debts": both tax and utility debts. The total amount of all her payments is about 2 (two) million rubles.

And I discovered the SECOND SECRET.: I assume that utility supplying organizations acquire the characteristics of financial-fiscal bodies, intended to replenish certain financial funds with monetary resources..

Well, a great athlete (and a beautiful woman)... She is person with financial means. Being a smart enough person, she avoided participating in proceedings and disputes, and she decided to move from the layer of "people on the hook" to the number of people who do not have "financial debts" (even if it seems to someone that these "debts" are the result of some skillful tricks).
