The All-Might is the All-Supreme Observer, Who sees all potentials embraced in superposition, all possibilities to exist from the position of the highest observer, and can actualize any case, embody any co-existence, being.

The Imperium of Ethic Imperatives is not an Empire in the common sense or in the old meaning.
Old Empires expanded, capturing territory.
The Imperium of Ethical Imperatives as The Realm of Truth grows, rising to the Promised Heaven.
We are a civilization of Light.
The Imperium of Ethical Imperatives in its highest achievements as legendary Magenta Empire ideally ascends to the Empyrean, to the highest pure Light, where human will and Almighty will becoming as one.
So, The Empire of Ethical Imperatives is The Imperium of Humanity (in the broad sense, Humanity as Humankind,
as Humaneness, as Folk, as People)...

From this view Psalm 85:11 could've new interpretation:
"Truth springs out of the Earth, from Magenta Empire.
The Umpire supervises down from the Empyrean".
