term - power based on ethic imperatives) the principle of formation, first of all, of the judicial (Councils of judges) and legislative (Councils of legislators) systems of the Empire of ethic imperatives.
Meritocracy - the principle of formation, first of all, of the vertical of the Councils of government in the Empire of ethic imperatives.
The term "ethics" is used here to denote a system of moral and ethical standards
