потому что предупреждение о сокращении было дано за 1 месяц, вы знали что штат будет сокращен, вы относились к штату  - значит вас предупредили.

Честно говоря мне нравится Марк, несмотря на то что он играет в свой покер "совершая ошибки" которые никак нельзя назвать высоким искусством политики, но это создает его репутацию - которая выдерживает обвинения в чем угодно.
