NATO Enlargement Eastward: Chronology, Promises, Consequences
1949–1982: Creation and First Enlargements
NATO was founded on April 4, 1949. It included 12 countries: USA, Canada, UK, France, Italy, Belgium, Netherlands, Luxembourg, Norway, Denmark, Iceland, Portugal. In 1952 Greece and Turkey joined. In 1955 West Germany joined. In 1982 Spain joined. This is not yet "eastward enlargement" in the modern sense, but it was then that the formula took shape: NATO is a bloc that can grow.

1990: German Unification and Verbal Assurances
The key moment is the negotiations on German unification. US Secretary of State James Baker, German Chancellor Helmut Kohl, German Foreign Minister Hans-Dietrich Genscher assured Moscow that NATO would not enlarge "one inch eastward." These words were not enshrined in a legally binding treaty. But they were spoken. Later this became Russia's main argument: they promised and did not fulfill.

1991: Collapse of the USSR and the "Drunken" Question
The Belovezha Accords of December 8, 1991 were signed by Yeltsin, Kravchuk and Shushkevich. There was a feast. But reducing the collapse of the USSR to alcohol is an oversimplification. The Union was already falling apart: the parade of sovereignties, economic collapse, the failure of the Novo-Ogaryovo process. If one calls this a "drunken treaty," then in the biblical sense it was unreasonable, hasty, without a sober assessment of consequences. This is exactly how it is perceived by many in hindsight.

1994: Budapest Memorandum and "Partnership for Peace"
In January 1994 the "Partnership for Peace" program was launched. In December 1994 the Budapest Memorandum was signed: Ukraine renounces nuclear weapons in exchange for guarantees of territorial integrity from Russia, the USA and the UK. This is not a "purchase of Crimea" by the West. It is an exchange of a nuclear arsenal for guarantees. Guarantees that, as 2014 showed, did not work.

1997: Founding Act and Madrid Summit
On May 27, 1997 the Russia–NATO Founding Act was signed. Formally it spoke of partnership, but already in July 1997 at the Madrid NATO Summit, the alliance invited the Czech Republic, Hungary and Poland. Russia objected. The West replied: this is the sovereign right of countries to choose alliances.

1999: First Wave of Eastward Enlargement
On March 12, 1999 the Czech Republic, Hungary and Poland officially joined NATO. This was the first enlargement at the expense of former Warsaw Pact members. In the same year there were NATO bombings of Yugoslavia without a UN mandate. In Moscow this was linked into one picture: NATO is enlarging and using force outside international law.

2002–2004: The Largest Wave
In November 2002 at the Prague NATO Summit, the alliance invited Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, Slovenia. On March 29, 2004 all seven countries joined the alliance. NATO came right up to Russia's borders. This is a key date in disputes about "broken promises."

2007–2008: Munich Speech and Bucharest
In 2007 Putin at the Munich Conference directly stated that NATO enlargement is a threat to Russia. In April 2008 at the Bucharest NATO Summit, NATO wrote: Ukraine and Georgia "will become members of NATO" — but without a Membership Action Plan. In August 2008 there was the war in Georgia. Many historians link it to the Bucharest signal.

2009–2020: Further Steps
2009 — Albania and Croatia. 2014 — annexation of Crimea, beginning of the war in Donbass. NATO suspends practical cooperation with Russia. 2017 — Montenegro. 2020 — North Macedonia. Enlargement is going slower, but it does not stop.

2022–2024: Finland and Sweden
After Russia's invasion of Ukraine, Finland and Sweden applied to NATO. 2023 — Finland joined. 2024 — Sweden joined. This is a historic shift: if earlier enlargement took place at the expense of former socialist countries, now it is at the expense of neutral Scandinavian states.

Western Advisers under Gorbachev and Yeltsin
Under Gorbachev there were contacts with Western economists and diplomats. Under Yeltsin there were the "Harvard boys" (Shleifer, Hay), Jeffrey Sachs, Anders ;slund. They were not career CIA officers. But they were a channel of Western influence on economic policy. This is not "agents" in the strict sense, but neither are they neutral observers. Their role in the shock therapy of the 1990s is still disputed.
Search phrases: "Harvard boys Russia 1990s", "Jeffrey Sachs Yeltsin", "Western advisers Gorbachev Yeltsin".
Let me clarify the biblical framework right away. "Be sober" is not a direct quote from Christ. Closer is Christ's "Watch and pray, lest you enter into temptation" (Matthew 26:41). The apostles say directly: "Be sober, be vigilant" (1 Peter 5:8); "let us not sleep, as others do, but let us watch and be sober" (1 Thessalonians 5:6). In this sense, a "drunken treaty" is not only about alcohol, but about unreasonableness, lack of forethought, loss of clarity. This is exactly how one can read both Belovezha and the decisions of the 1990s.
Conclusion
The chronology shows: NATO enlargement went in waves — 1999, 2004, 2009, 2017, 2020, 2023, 2024. The verbal promises of 1990–1991 were not formalized legally. Russia perceives this as deception. The West — as the sovereign right of countries to choose an alliance. This does not justify aggression, but it explains the logic. And if we speak of "soberness" in the biblical sense, it is needed by both sides: both those who promised and those who later acted by force.
