The Real Green Agenda for Vancouver Island and British Columbia
An Essay-Program for Municipal and Provincial Elections
Vladimir Angelblazer, Victoria, BC, October 24, 2026

We live on an island. We see what they fail to notice in federal Ottawa.

The real green agenda is not cultural symbols and brightly dyed hair, but real care for the land, water, flora, fauna and, most importantly, the people who live here. For the last six months I have spent time in provincial parks on Vancouver Island. I observed, compared, and reflected...

Every summer our island is getting drier. The snowpack in the Vancouver Island mountains in May 2026 was only 27% of the historical norm;. The Sooke and Cowichan rivers are becoming critically shallow as early as August. Forest fires in the Okanagan and near Port Alberni are no longer an anomaly — they are our new annual season. Sea level off our shores is steadily rising: Delta, Richmond, the lower reaches of Courtenay and Esquimalt Lagoon have already felt it first;.

This is not an abstract forecast from television. This is our harsh geography.

And yet we do not hear a single substantive word from our parliamentarians. We are told about the global fight against emissions by 2050 and given distant, abstract goals. But no one answers simple questions: where will we get drinking water in August 2030? How will we protect homes in Langford from advancing fire? And who will insure housing in the coastal lowlands?

Real green politics has been substituted. Under the guise of ecology we are being sold identity politics and rhetoric. But slogans will not extinguish a crown fire and will not fill a reservoir. Wild salmon does not care how you self-identify — it needs cold, clean, flowing water.

It is time to return green politics to its original meaning: land, water, forest, sea and home.

What is really happening?

Our main enemy is not cold, but heat and drought. The island is shifting to a new climate regime: wet, warm winters and hot, dry, smoky summers — like Northern California. This is already an accomplished fact.

The Arctic is opening. By 2035–2050, the September ice cover in the Arctic will disappear;. For Alaska this means coastal erosion and thawing permafrost, and for us — new northern sea routes and even more unpredictable atmospheric rivers. We will not stop this with slogans. But we can and must prepare for it.

I appeal to our roots — to the Chiefs of First Nations and the leaders of the province. Let us call this the "Land Program" — in my conceptual framework, the program of the Master and Protector. I, a Russian Veps, propose to define 5 urgent tasks for the Island.

This is not a program to save the entire planet at once. This is a program for our common home: for the municipalities of the CRD, Nanaimo, Comox and the Government of British Columbia.

I propose five urgent tasks for the Island:

Task No. 1. Water — our key sovereignty

Water today is more expensive than oil. We declare the Sooke Lake, Cowichan Lake and Nanaimo Lake watersheds strategic assets of the island.

Protection: A strict moratorium on any development within a 500-meter radius of the watersheds is introduced.

Bioengineering: The "1000 Beavers" program — restoration of wetlands and installation of beaver dams in the upper reaches of rivers. They hold winter water for free until the peak of summer drought.

Infrastructure: Every new house on the island from 2028 must be equipped with a rainwater harvesting cistern of at least 10 cubic meters. We must carry winter rains into the summer drought.

Task No. 2. Fire — manage, don't run

Enough working only in emergency extinguishing mode. We must start managing the forest.

Traditional practices: Returning the practice of traditional cultural burning in cooperation with the Cowichan and Nuu-chah-nulth peoples.

Protective belts: Annual controlled burns of dry brush around all settlements. Mandatory creation of a 200-meter protective ring without coniferous deadwood around Port Alberni, Sooke and Langford.

Changing forest structure: Ban on pine monoculture in reforestation. Planting Garry Oak and Arbutus (strawberry tree) — they are fire-resistant and retain moisture well. This is our native, historic forest.

Task No. 3. Sea — competent adaptation

We will not spend billions on concrete dams that will still collapse in a storm. We divide the coastline into two zones:

Natural adaptation zone: Where the land is retreating, we create coastal wetland parks (wetlands) on the site of lowlands (Esquimalt Lagoon, Martindale, Courtenay), naturally dampening the energy of storm waves.

Living Shorelines: Creation of oyster reefs, use of driftwood and kelp forests. They protect the shore better than concrete and restore fish stocks.

Aquatic ecology: Ban on open-net salmon farms in the straits — a complete transition to closed land-based or isolated complexes.

Task No. 4. Food — 100-mile radius

An island that imports 90% of its food via two ferries will be isolated at the first serious forest fire blocking the Malahat Highway.

The Cowichan Valley is declared a strategic food belt of the island.

Subsidizing the production of high-calorie and drought-resistant crops: hazelnuts, chestnuts, sheep farming and root vegetables.

Forest management: 50% of the island's forest fund is transferred to a long rotation regime (100+ years). Old-growth forest is not just lumber, it is our main natural water reservoir.

Task No. 5. Energy and infrastructure resilience

At 45-degree heat, centralized grids fail.

Each district, school, fire station and hospital must have a local microgrid: solar generation plus storage, plus backup generator.

Duplication of the Malahat route with duplicate forest routes in case of emergency.

Return and maintenance of the HF/VHF radio communication network as a backup island-wide alert system.

In conclusion

This is not a left or right agenda. This is the agenda of a thrifty master of his own land. We are not trying to save the entire planet with loud slogans — we are saving our well, our home, our shore and our family.

Green is not the color of hair at a rally. Green is the color of water in Sooke Lake in August, the color of a healthy forest after rain and the color of kelp off our coastal rocks.

I am not running for office to teach the world how to live. I am going to the chiefs, to the municipalities and to the provincial government so that our island remains alive and viable.

All these risks are described in the Preliminary Strategic Climate Risk Assessment of BC, and Vancouver has a Climate Change Adaptation Strategy. It says exactly the same thing: it will get hotter, drier in summer, rainier in winter, sea level will rise. But these are documents buried in offices. Officials write: "we are increasing institutional resilience." It is boring and it does not work.

Meanwhile, your home insurance in View Royal or Langford has risen from $1200 to $3400 in just three years due to fire risks. Insurance companies are already adapting faster than parliament. What are you waiting for? For the shore to be washed away or for housing bills to become unaffordable?

The master does not wait for an order from above. The master digs and cleans the well while it is still raining.
