When looking at total primary energy consumption (including transportation/industry) rather than just electricity, Qatar and Iceland still lead, with consumption exceeding 750 Gigajoules (GJ) per person.
The world average for primary energy consumption per capita was approximately 75 MMBtu (or ~79 GJ) in 2022.
While China is the largest total consumer/producer of electricity, its massive population means its per capita ranking is much lower than its total ranking.
